Chairman MacManus called the continued meeting to order at 11:40
a.m. for the. purpose of conducting a .discussion of issues -and. priorities with
Congressman J. Randy:Forbes and his-staff.

The following issues were presented by :Board .members and/or County
Administrator Casket': .
• "Vertical Irate tion. Bill": Position was con
gra veyed noting opposition
by Smithfield Foods. Congressman Forbes advised he did not believe
such legislation has much chance of passing,:.but he vNOUId monitor its
status:
. ._
• Federal disaster .assistance ..designation and .funding under the
Livestock Compensation Program (LCP); It was noted by.
Congressman Forbes that Isle of Wight County is included in the_new
funding bill and that local farmers will be eligible for LCP funds.
• "No Child Left Behind Act": Dr. McPherson advised that this
legislation. constitutes an unfunded mandate for local chooi systems.
Congressman Forbes noted his agreement.

Congressman Forbes acknowledged that grants procurement is
becoming increasingly important and. that Mr. infantino and the other
members of his staff can serve as an excellent resource for such information.
Congressman. Forbes advised that Congress was proceeding to
reauthorize transportation funding -and requested the County forward to his
office, as .soon as possible, a listing of local transportation. priorities. The
:Board members also noted their. frustration with securing funding for, the
installation of emergency signals on Route 460 and other certain locations.

At .12:50 p.m., Chairman MacManus moved the Board adjourn its
meeting. The motion was adopted (4-0).
