IN THE .YEAR TWO THOUSAND AND ONE PRESENT: BOARD OF SUPERVISORS Henry. H. Bradby, Chairman Robert C. Claud, Sr., Vice-Chairman Stan D. Clark Richard K. MaclLianus Phillip A. Mills, Recording Secretary Chairman Bradby called the meeting to order at 1:00 p.m. for a joint meeting between the Board of Supervisors and the Parke and Recreation Advisory Committee. :Allen Brown, Chairman of the Parks and Recreation Advisory Committee, thanked the Board for the opportunity to meet and discuss- the potential for faculty development in the. County. He stated the Committee's mission is to develop a strategy that addresses the. development of facilities identified in the 2002-2006 CIP. He stated the Committee feels the following issues are critical to maintaining the integrity of the parks and recreation system currently in place: 1: Erosion Control/Fort Boykin; 2) Upgrade of buildings/Carrollton Nike Park; 3) Restroom facilities in the recreation- hall; 4) repair sidewalks and parking lot; Sj establish outside lighting/replace; 6) several existing doors and entrances; and, 7) upgrade existing electric service. He stated these repairs would be a .temporary fix for approximately five (5) years and will note address potential problems with areas such as the heating systems or roof systems. He stated- the most significant area to be impacted in the near future .will be the fair grounds which will be .negatively impacted when the time comes. to expand` the Courthouse Complex to the area that is currently utilized for the fair. He E stated the Committee recommends .that the fairgrounds. be developed simultaneously with the expansion of the Courthouse complex to reduce the 1 negative impact to the fair. He stated he believes parks and recreation has the. most potential far creating a positive experience directly to the citizens than any other service provided by the County. Supervisor Claud stated he believes the Board must use its master plans as guides and then prioritize items to meet the needs of the citizens while staying within the range of fiscal responsibility. He stated. there is a need to expand the space at the Courthouse complex which will have an impact on the fairgrounds and necessitate the need to prepare the land at the Central Park for the fair. He stated there are some. reserve funds in the CIP under Parks and Recreation next year that could be utilized for the Fort Boykin's project. He stated if the .County. can't afford to build new buildings at Nike Park, the Board could allocate a reasonable amount of funding to upgrade the existing facilities to buy the County some additional time. He stated the once the Board has a realistic figure on the cost of the. infrastructure for, the fair, the County could place picnic shelters in the Central Park and work toward. improving it in the upcoming years. Supervisor MacManus inquired why a park in the Hardy District is not seen in the top three (3) priorities of the Committee. Alan Nogiec,. Director of Parks and Recreation, stated the needs identified in the CIP have been. needs for a long time. and keeping in mind that there are limited resources, and that there are funds identified now for the acquisition of property, that the actual development of that park should not take a priority over some of the needs that have been identified for years. Chairman Bradby suggested Mr. Nogiec inquire about the property located in the Hardy District between Route l0 and the James River that is for sale as a potential: site for the proposed park. Supervisor Bradshaw thanked the Committee for its efforts. He noted than parks and recreation is a vital function in the County, but the country is in a recession and the County was forced to raise taxes this year to meet its operating budget.. He stated he is not in favor of going to the. bond market and the. County saw a reduction in State funding last year and anticipates a reductionagain this year. He stated he is in favor of the projects addressed by the Committee, .however, it is a matter of timing of when the projects can be funded: Mr. Brown stated Fort Boykin's is literally falling into the James River and considerable funds can be saved if stabilization can begin in June, 2002 as there is a company working next to the site now. Mr: Nogiec stated $650,000 has been identified in the Capital Budget .for parks and recreation. projects. He stated the Committee needs some direction from the Board so that a strategy for funding of projects can be developed. He stated Fort Boykin is the number one (1) priority at this time. 2 dons ?~) . ; 503 Supervisor Clark stated he wanted the Committee to take an overall look at the County's recreational needs and. prioritize .them.. He recommended that until the County is able to do something at Nike Park that recreation staff coordinate with the school system to see if the activities normally held at Nike Park can be held at school facilities after hours. 1 Mr. Nogiec stated exercise programs are currently being held at the Windsor satellite school, all of the athletic programs in the northern end ~f the County. take place at Smithfield Middle School. He stated the Smithfield and Windsor High ,School auditoriums are extremely busy and their programs must take. a priority. He recommended the .Board speak with the new Superintendent of Schools .upon his/her arrival so that the relationship between the schools and Parks and Recreation becomes stronger. Supervisor Bradshaw suggested that the topic. of parks and recreation utilizing school facilities after hours be discussed at the Board's next joint meeting with the School Board. Chairman Bradby noted that the Hardy District does not have a park and while he is aware there are not sufficient funds in place today, he would request that the Committee keep this facility in the forefront.. Supervisor MacManus asked if the Committee could come back with a scenario that works with the County's bonds and tells the Board what the County is capable of doing.in small incremental teps over the next ten (10) years. Supervisor Claud stated the .County needs to get solid estimates on what it will take to do the infrastructure and relocate the fair site. He stated this is a necessity and frees his mind up to what projects can be done after that. Mr. Nogiec stated the Committee is recommending that, if possible,' the County take advantage of utilizing the .contractor that is currently working next to Fort Boykin's at the Rocks. He suggested .that ;the Buildings and. Grounds Committee meet at Fort Boykin's to review the site. He stated $450,000 was a solid estimate, but $350,000 could provide most of the system of breakwaters. Supervisor Bradshaw requested Mr. Nogiec to prepare a proposal for presentation to the 'General Assembly delegation at the Board's November 15,2001 meeting. Supervisor Claud moved that the Director of Parks and Recreation - with assistance of the Advisory- Committee. get and .bring back to the Board an estimate of cost for the infrastructure that will. be needed for the new fairgrounds; to seek more definitive information on the cost for the Fort 3 • 904K 2Q _:..x.11!4 Boykins erosion; the priorities if the Board were to allocate the $500,000 to $650,000 a year over the next ten (10) years; and, that the dollars that have been allocated forland acquisition for the park at Hardy would be a priority. The motion was adopted- with Supervisors MacManus, Bradshaw, Bradby, Clark and Claud .voting in favor of the motion (5-0) and no Supervisors voting against the motion. // .Supervisor Bradshaw moved the .Board adjourn its meeting at 1:55 p.m. The motion was adopted unanimously (5-0). ~~~~ .Henry H.
