Howard, Director of Tourism /I Chairman Bradby called the continued Board meeting to order at 10:05 a.m. for the purpose of conducting a "Community Meeting" held at Carrsville Elementary School. Following introduction of the Board of Supervisors members and the County Attorney, Chairman Bradby turned the proceedings over to Donald T. Robertson,. Assistant County Administrator. County Administrator W. Douglas Caskey and the following staff ,, '~ members were then introduced: Jonathan W. Hartley, Director of Planning and Zoning;. Patrick J. Small, Director of Economic Development; E. Wayne Rountree, Director of Public Utilities; Donald M. Long, Director of Public Works; Alan S. Nogiec, Director of Parks and Recreation; Richard O. Childress, Director of Emergency Management; Arthur E. Berkley, Superintendent.. of Inspections; Lyle D. Hornbaker, Information Systems Coordinator and Diane W. Howard, Director of Tourism. 1 1 .: a~~~r, 2~ ~;::: 55 Mr. Robertson briefly described the ground rules for the meeting advising that all public comments would be recorded. Jonathan W. Hartley, Director of .Planning and Zoning, explained the process by which the County's Comprehensive Plan is being updated. He noted that changes to the Plan's. growth development districts are proposed. He also made reference to the status of the Route 260 Connector Project which is scheduled to go to bid in April. Mr. Hartley. closed with a brief update on the status of the Camptown/Jamestown CDBG Project. Patrick J. Small, Director of Economic Development, provided a brief overview of his department's recent economic development efforts noting the pending development of the Cost Plus distribution operation in the Windsor area, as well as his department's efforts to retain and expand existing businesses and industries, including the importance of reinvestments. by International Paper. He also made reference to the importance of investing in infrastructure and workforce development. E. Wayne Rountree, Director c-f Public Utilities, made reference to the utility work being accomplished as part of the Camptown project, the construction of the new water storage tank in the .Southern Development Service District and .the accompanying extension of water lines and the status of the fluoride issue in the County. Ri h c ard O. Childress, Director of Emergency Management, advised that the Carrsville Volunteer Fire Department's expansion was nearing completion. He also provided camments relative to the status of the County's telecommunications tower construction and the .potential use of Carrsville Elementary School as an .emergency shelter during disaster events. Mr. Robertson then opened the floor for questions and comments. by the public, which were as follows: Joyce Howard, Carrollton Public Library Branch Manager, commented on various .capital needs of that facility, including a walkway which would link the library with the Carrollton Elementary School and the need for an expanded parking area. She also emphasized the need for looking to the future. Margaret Whitley, Carrsville District resident, addressed the Board on the needs of the residents who were impacted by Hurricane Floyd and the fact that consideration should be given to those individuals who. are not yet back in their homes. Benny Howard, Newport District resident, stated that the Board needs to consider additional revenue sources such as the taxation on sand and other similar materials being removed from the County. 2 1 Dr. Richard Peerey, Carrsville District resident and School Board . member, inquired as to the percentage of voter error projected- to have occurred during the recent November election. He also commented on the leaching of old septic systems and the degradation caused to groundwater. He stated that Carrsville Elementary School could be made .available as an .emergency shelter site with Windsor High School continuing to serve as a , primary shelter.. He also referenced the loss of communications following Hurricane Floyd and the fact cellular tower locations ,may need to be given further consideration. Mr. Childress briefly commented on the impact to cellular communications during.Hurricane Floyd. Ms. Howard addressed the Board a second time on the need for better lines of communications during and after disaster situations. She suggested setting up a calling tree during emergencies. Supervisor Bradshaw asked Mr. Robertson to speak on the status to date of the .Hazard Mitigation Program. Supervisor Bradshaw expressed concerns that the Whitleys and others had not. been advised of any progress being made relative. to the reconstruction/elevation of their residence which had been flooded. Mr. Robertson advised that the County had submitted the application. for such grant funding in December, 1999 and was advised in September, 2000 of the State's approval of funding-for Burdette Road and in November, 2000 for funding in the Zuni community. In terms of the elevation program, he noted that no initial bids were received from contractors by the original December 22, 2000 deadline. He indicated there are currently twelve (12) properties in the buyout program and four (4) properties in the elevation program. Carson Whitley commented that the. bid package issued by the County did not afford enough time.. for contractors to complete the job citing time constraints -and the fact that bid specifications were not clear. Supervisor Bradshaw asked if County Attorney Crook could review the bid package and process and provide a report to the Board as to how to move this effort forward. Responding to the noted lack of reliable flood data, Dr. Peerey questioned if the problem in Franklin is different from the situations in the .County. Mr. Robertson stated the County is essentially questioning the location of the 100-year flood elevation along the Whitley property given the lack of information from the Corps of Engineers. 3 ft Mr. Hartley noted that accurate flood elevations are needed for qualifying for mortgage insurance.. Chairman Bradby moved the Board of Supervisors direct the County Attorney- to review the bid process for the Hazard Mitigation Program funding with staff and to advise the Board as to what steps need to be taken . to-complete this recovery process. The motion was seconded by Supervisor Claud and adopted unanimously (5-0) by the Board. Dr. Patricia Torrence, Superintendent of Schools, briefly commented on the fully accredited status of Carrsville Elementary School under the SOL testing and the fact it is the only fully accredited school in the County at this time. She also requested the Board's support for the upcoming School Board budget requests. Chairman Bradby -asked each Board member for any closing comments. Supervisor Bradshaw thanked everyone in attendance and emphasized the importance of having the opportunity to .hear the citizens' comments. He stated the County needs to be more aggressive in resolving the needs of those impacted by the flood.. He also encouraged citizens to stay informed about the Comprehensive Plan update... He acknowledged the Carrsville community's benefits of having an experienced and dedicated volunteer fire department and made note of theongoing issue of central dispatching. He concluded by calling attention to the challenges of the upcoming budget process. Supervisor Claud also expressed thanks to .those in attendance and noted the value of hearing firsthand the citizens' input.. Supervisor Clark stated there are issues which remain to be addressed relative to emergency situations in the County, and particularly the response to the flood event. He noted a need to provide greater support services for staff and. acknowledged as noteworthy the amount of time devoted by County officials. Supervisor MacManus noted his own thanks for the involvement of those present. He .briefly commented as to the importance of the upcoming redistricting effort, the need for adequate tools to manage: growth,. the financial situation of the County and the need for greater revenues generated through economic development and greater equity of tax structure.. 4 x. eo~r ~1J rr'~r 5V.
