Mills, Recording Secretary Vice-Chairman Claud presided over the meeting in the absence of Chairman Henry H. Bradby and called the meeting to order at 6:00 p.m. for the purpose of conducting a joint work session .between the Board of Supervisors and the Planning Commission relative to the. Draft Comprehensive Plan. He noted that the Planning Commission has completed .its review of the Plan except for the Development Service Districts. Mr. Jenkins, Chairman, Planning Commission, stated with all present tonight, we should get something accomplished. Ms. Begland questioned why Carrsville was identified as a Development Service District. +. e~~~r 2Q r;..- 48 . Lawrence. Pitt stated the County has no plans for the extension of water and sewer which is one.. of the. first things .you must have. We can control growth if we do not extend beyond what is .already there. Supervisor Bradshaw stated there. are. plans for water and .sewer. We are in negotiations with the City of Suffolk.. He stated the most cost- effective approach is to have the four (4) localities work together. It is too expensive to have HRSD come down to the Camptown/Franklin area with full. participation. Lawrence Pitt stated it seems we are identifying something we may not do. He stated because it is not cost. effective, why not reduce that area.. Supervisor Clark suggested the County go back through the process and adjust the lines. Mr. Holland stated the Planning Commission has reduced the Development Service Districts some already. Mr. Springfield stated we had to keep in mind economic development... If we reduced the size too far, we could cut out some of the opportunities for economic development.. Ms. Begland stated a lot of the land in the Development Service Districts is designated for conservation development. The. Development. Districts are considerably smaller now. Mr. Springfield stated you-have high density and as you go further out from the main crossroads, you get low density. Mr. Springfield introduced the issue of connector roads, to which Mr. Hartley noted that these roads have not been approved by the Planning Commission or the Board of Supervisors. Supervisor Clark noted that some of these roads go through people's homes. Supervisor Bradshaw questioned if the connector roads would be accomplished. over the next fifteen (15) .years. He stated if the County does not expect this to happen, then they should be taken out of the Plan. Mr. York stated if you wait for ten (10) years to identify future roads, there will be homes in the corridor. There is open land where we can go -right now. Having future roads shown allows us to get developers to set aside the land or even build the roads. 2 T: _ ~ ~~~~~ ~~ ~~,:~ 49 Mr. Alexander asked whether the future road .from Smith's Neck Road to the Route 17 and Cedar Grove Road had been studied. Mr. Hartley stated this has not been studied yet. It is proposed as an alternative to the. Route 17 corridor. Lawrence Pitt stated right now everything. has to come back to Route. 17. The .idea is Norsworthy and we would expect you to develop that road. Developing the roads is another tool for the County to use. Supervisor Clark stated 70% of Carrollton is in a Development Service District and he has not received a single call iri favor of the size of the Northern Development .Service District. Mr. Pitt commented that no one in this room was present when the Northern Development Service District was established. Supervisor Clark recommended cutting the size of the Northern Development Service District by 60%. Supervisor Bradshaw stated once the size of this District is decided, we need to develop a transportation plan and possibly change the Plan again. We need to have it on paper and decide what is the best on paper. Mr. Springfield stated we need additional explanation on what these roads are and what they mean. Supervisor .Bradshaw stated several are preservation areas. Around the .James River Bridge. We need to set up a district and call it an environmental (Nike Park and Titus Creek) protection district. Supervisor Clark stated he did. not understand why Brewers Neck Road. to Gatling Point is located in the Development Service District Mr. Alexander stated as we proceed with development of the Development Service District, we need to be careful that we do not put ourselves in a final hold. Mr. Hartley stated we have the tools to down zone, i.e., infrastructure. We have the ability to .say no if this development adversely impacts this community. Mr. Pitt stated 280 units per year are supported by the County.. You have a designated plan, you put it where you can control it. Supervisor Bradshaw inquired who would be responsible for the additional finances. 3 ae~~r. 20 rN:~ 50 Mr. Springfield stated how do we attract good economic development if we restrict growth. County Attorney Crook stated the idea is to have Development. Service District and focus development in those .districts. It was a policy made by the Board. You have to adjust your policy or you are going to spread your development all over the County.. You have to decide which you are going ~,' to do. You don't do both, i.e., environment, schools and roads should be considered when these districts are made. Mr. Holland stated I don't remember any outcry when we did this. I think now is the. time to cut it back. ,The draft cuts back the Northern Development Service District-from 17,000 to 10,000 acres. -' Vice-Chairman Claud .stated the Carrollton area holds-this whole area together. If anything is going to .happen in this County, it will be in that. area.. We need to manage this, if we say we are going to cut growth. down to nothing in the Carrollton/Northern Development Service District, you are. going to get nogrowth. Growth, however, is going to go in the corridor that has access to the other areas in the region. _ 3 Supervisor Bradshaw stated your philosophy is not mentioned in this Plan. That is not what is written in the text of the Plan. Supervisor Clark stated there is not pressure on the rest of the County. If we include this much land in the Development Service .District,. we will lose-what little control we have now. i Supervisor MacManus stated he believes in Development Service Districts and thinks these are the most suitable locations- for growth. It is the most economical to go forward. We should be looking at a period of ten (10) years. To me, it is what's inside the. boundaries that count. Not how ..big the circle is, but what's in the circle. What. do we want to see in these Development Service Districts? What are we looking for in the future of the County I don't like the concept of the Northern Development Service District. We should call these districts by their .community names. I am looking more at potential .future zoning for these areas. i Mr. -York stated I don't care where the lines are. -They are in the wrong place in the northern area, but we need to take a stronger approach to what is going in there. We need a better approach in the zoning and subdivision ordinances of the County. Supervisor MacManus stated on the Camptown Development Service District he would like to change the center of the southern part, presently shown as conservation development. It should be designated industrial In addition, the Camptown Development .Service District should be expanded. As to the Carrsville Development Service District, will it be all the way to i 4 i .•. e~"~. 20 :,_. 51 the Suffolk City line and made industrial, a Development Service District at all in the next ten (10) years or should it be a community center? Supervisor Bradshaw stated I think it should be a community center.. Make it a community center and pull Carrsville out of the Development Service District altogether and define community centers. Mr. Hartley stated community centers with this Plan have not been defined in terms of boundaries. Supervisor MacManus stated I think there are communities out there that we must begin to recognize. We need to expand to give them some character. I am open to defining it with the input of the citizens. They know that community and where they begin and end. Vice-Chairman Claud stated we will identify Carrsville first, then the others. Supervisor MacManus stated in the Central/Windsor area, we should recognize the. VDOT Route 460 Bypass, .because this is a State planned highway. Also both Route 25$ and 260 should be shown on the map. Vice-Chairman Claud stated there is a concept of Route 460, but not planned alignment. Supervisor MacManus stated I thinktheyhave a plan out there and we should work with VDOT in this regard. In the Central Development Service District there are two (2) areas .shown as "Industrial." HREDA tells us this is where we will see growth because of the water and sewer. The two industrial areas should be combined to allow more potential for economic development. Also, the peninsula on the northeast quadrant should be included in the Development Service District. Mr. Springfield stated we will always be open to considering additional industrial areas. Supervisor MacManus stated until we have funds to do a study, I have problems with putting .conceptual roads in the Plan. I think we should leave these off until an official study is done. Vice-Chairman Claud stated that all of the conceptual roads should be removed. Supervisor 1VIacManus proposed that the Cypress Creek Connector should be removed .and the Benns Church connector should be added. Others, leave off until road and highway master plane is done. 5 .. 9~9r. 20 ;;:~ 52 Mr. York stated HRPDC had studied the Battery Park Road to Smith. Neck and had. recommended improvement.. Supervisor MacManus stated the Graymor zoning means. nothing and that we need to reflect the actual zoning as residential and commercial. He stated that the entire length of Route I7 has been. designated as employment or mixed uses, which .makes it like Mercury Boulevard.. We should.. focus these areas to specific areas, broken by potential residential areas or open space. Supervisor. Clark stated we need to strengthen the Highway Corridor Overlay District.. Supervisor MacManus stated the employment area near Nike Park is inappropriate next to the park and residential and it should be residential. Mr. Springfield stated if some businesses do not happen, I am afraid we will be in trouble with economic development efforts.. If we take too much out, what will we end up with. Supervisor MacManus stated the area west of Jones Creek, including Gatling Point and Gatling Point South should not be in the Development Service District. The Town should .provide water and sewer to this area and not the County. s The Board adjourned its work session with the Planning Commission at9:05 p.m. The Board reconvened at 9:10 p.m. Supervisor MacManus recommended that Camptown and Windsor remain as Development Service Districts, but that Carrsville be changed to a community/village center. ' The land use designations, along Route 17, should be broken more into pockets, use less area designated as employment to make more distinct employment areas. Supervisor Clark stated the purple should be 2,000 feet in diameter. .Supervisor Bradshaw requested staff have. more detailed maps as we look at the zoning maps. Vice-Chairman Claud requested that -the Development Service boundary be moved to reduce the overall size. .~ ,. r ~ pp r 6'J ~~~ ~. LJ '' .y :• Supervisor MacManus stated anything close to Battery Park should not be included in the Development Service District, except for possibly a smaller area outside for Gatling Point. Vice-Chairman Claud stated he would like to see Nike Park .Road remain in a Development Service District. He stated that this area would , provide a normal progression of growth and would be a natural extension of what has already been developed. . Supervisor Bradshaw stated that at this point focus should be on the next ten (10) years. He stated consider the Gatling Pointe area and other areas deleted from the Draft could be included. Supervisor MacManus stated to make Benns Church and Carrollton separate Development Service Districts to keep them different communities. Supervisor Clark stated Sugar Hill Road. up to 2,000. feet off Route 17 should be removed from the Development Service District. Supervisor MacManus stated that to better protect the ,County's environmentally sensitive areas, the County needs to address these areas in the Zoning Ordinance. Supervisor MacManus requested that copies of these modifications be sent to-the Planning Commission for their comments and returned to the Board of Supervisors. There being: no further business for discussion, Supervisor Bradshaw moved the. Board adjourn until February 15, 20.01 at 5:00 p.m. instead of 6:00 p.m. (as publicly advertised). The motion was adopted with Supervisors MacManus, Bradshaw, Clark and Claud voting in favor of the motion (4-0) and no Supervisors .voting against the motion; Chairman Bradby was absent for the meeting. _~~~~~~~ .~i Robert C.
