08-06-1998 Continued Meeting 1 CONTINUED MEETING OF THE ISLE OF WIGHT COUNTY BOARD OF SUPERVISORS HELD THE SIXTH DAY OF AUGUST IN THE YEAR NINETEEN HUNDRED NINETY EIGHT PRESENT: Robert C. Claud, Sr., .Chairman O. A. Spady, Vice-Chairman Malcolm T. Cofer Phillip. A. Bradshaw Henry H. Bradby -Also Attending: H. Woodrow Crook, Jr., County Attorney W. Douglas Caskey, County Administrator Donald T. Robertson, Assistant to the County Administrator/Director of Human Resources Melinda Goodwyn, Acting Recording Secretary Chairman Claud called the continued meeting to order at 5:00 p.m. for the purpose of conducting a work session to discuss the fiscal impacts of the Graymor rezoning application. 1 Paul Tischler, Tischler & Associates provided the Board with a brief overview presentation of the original fiscal impact assessment done on the Graymor application. Mr. Tischler suggested the Board may wish to determine the fiscal impact if 20% of the land has not been developed for non-residential uses when 80% of the housing has been, then the applicant could pay some amount per house. Additionally, the County should be concerned about the coverage of the non-residential land because if the amount of coverage for that land is 5% verses 25%, the County has lost a lot of ratables. .Branch Lawson, developer, recommended that tap fees collected in excess of annual debt be applied to the debt. Mr. Lawson. stated he feels strongly that the School's student generation numbers are ten percent (10%) to twenty percent (20%) high, as his numbers for school age students per household were derived from the last 500 homes built in the County. Mr. Lawson also stated he does not see what difference it makes if the amenity complex is private or public if people are using the amenities for recreation and not using existing County facilities. Jonathan W. Hartley, Director of Planning and Zoning, stated the following points should be included in a revised fiscal impact study: 1 There will be an increase to 660,000 square feet and provide a traffic impact study would be provided to reflect this amount Credit will be given for the interest generated off .any residual connection fees above and beyond the debt load 1 soon 18:~~~10U The Town of Smithfield and Town of Windsor population and employees should be removed from all of the various licenses and taxes There is an increased cost for building/inspection and planning staff to deal with the additional demand on those staffs for reviewing and approving the project through the twenty (20) year cycle. Once the project is built-out, this increased cost should be eliminated. The appraised value of real estate should beset at 98% of its market value. Re-evaluate all variables in terms of the additional cost for commercial Adjust the figure for the State's contribution from one officer per 2,000 population to one officer per 1,500 population and review ` what the increase demand on services would be because of increased commercial space In terms of recordation taxes, Tischler is to review what specific instruments or documents are actually recorded .and base that variable on more detailed data Tischler recommended that fire and. rescue costs be evaluated in terms of Graymor's percentage over the larger service area of the Carrollton fire district and that Planning and Zoning be involved in recalculating this Regarding amenities complex, because it is not a proffered condition the County can not give credit when it does not know what it involves, what it is worth and how it will .affect services. Supervisor Bradshaw noted the County. could give Graymor credit if it is a proffered condition. Give a credit for the value of the proffers that are off-site related, plus proffers for property or land provided for a school site. Mr. Tischler recommended that if the Board wished to change. the pupil generation rate assumptions, this can be done by the School Board which includes total housing in the County, not just three (3) subdivisions. The Board members noted their favor of using the 802 figure used by Tischler in the earlier report. Mr. Lawson noted there would be a further decrease in the proffered number of units as there was an adjustment made to the property boundaries due 2 eooK 18:~~~101 to a new survey with the number of units being decreased to 1,475. L Mr. Hartley stated regarding- school age population, he understands he will use the same variables as used by Tischler earlier in a study of a factor of 802, applied to the new number of housing units based on the breakdown as provided by Mr. Lawson. Chairman Claud recommended Mr. Hartley review the appropriate data with Mr. Tischler, compile a listing of what the run will be based on. Should there be any disagreement, the parties can meet and further discuss the remaining issues. Supervisor Bradshaw requested that the scenario proposed by Tischler be run with the 20/80 ratio between commercial and residential development proposed as a proffer by the applicant. // At 8:00 p.m., Supervisor Cofer moved the Board adjourn.
