SPECIAL MEETING OF THE ISLE OF WIGHT COUNTY BOARD OF
.SUPERVISORS HELD THE THIRTIETH DAY OF AUGUST IN THE YEAR
NINETEEN HUNDRED 1VINETY SIX

Chairman Bradshaw called .the meeting to order at 9:00 a.m.

County Attorney Crook arculated a written waiver of the requirement
of five .days' notice. pursuant to Section 15.1-538 of the State Code which
was signed by all five members of the Board of Supervisors and the County
Attorney and made a part of the minutes as follows:
We the five members of the Board of Supervisors and the County
Attorney do hereby waive the five (5) days' notice requirements of Section
15.1-538 of the Code of Virginia for this .special meeting of said. Board .called
by members O. A. Spady and Malcolm T. Cofer in writing on.August 28,
1996.
County Attorney Crook requested the Board enter executive session
under Section 2.1-344 A7 of .the Freedom of Information Act for advice of
counsel relative to potential litigation and other legal matters.
At 9:05 a.m., Supervisor Cofer moved the. Board .enter executive
session for the reasons stated by the County Attorney. The motion was
adopted unanimously (5-0).
At 9:41 a.m., upon returning to open session, Supervisor Cofer moved
the Board adopt the following resolution:
CERTIFICATION OF EXECUTIVE MEETING
WHEREAS, the Board of Supervisors .has convened an executive
meeting on this date pursuant to an affirmative recorded vote .and in
accordance with the provisions of the Virginia Freedom of Information Act;
and,
' WHEREAS, 2.1-344.1A of the Code of.Virginia requires a certification
by this Board of Supervisors that such executive meeting was rnnducted in
conformity with Virginia law;
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors

hereby certifies that, to the best of each member's knowledge, (i) only public
business matters lawfully exempted from open meeting requirements by
Virginia law ,were .discussed in the executive meeting to which this
certification resolution applies, and (ii) only such public business matters as
were identified in the motion convening the executive meeting were heard,
discussed or considered by the Board of Supervisors.

Donald T. Robertson, Assistant to the County Administrator/Director
of Human Resources, presented a Board .report on the Church Arson
Prevention Grant Program in which thirteen states will receive none-time
direct payment of $4,500 .from the U.S. Bureau of Justice. Assistance in
response to .the growing number of arsons committed against churches. for
the following three areas: develop. or enhznce security measures at
churches; provide temporary funding for temporary employees within law
enforcement to provide surveillance and/or to provide overtime salaries to
the law enforcement officials.
Supervisor Cofer moved the Board adopt the following resolution:
RESOLUTION TO SUBMIT THE APPLICATION FOR
CHURCH ARSON PREVENTION GRANT PROGRAM FUNDS
AND TO ACCEPT AND APPROPRIATE FOUR THOUSAND
SIX HUNDRED DOLLARS FROM THE UNITED STATES
BUREAU OF JUSTICE ASSISTANCE
WHEREAS, on July 2, 1996, President Clinton announced the
availability of funding under the Church Arson Prevention Grant Program
in an effort to prevent further attacks on houses of worship; and,
WHEREAS,. the County of Isle of Wight, Virginia is eligible to receive
said funds in the amount of four thousand six hundred dollars ($4,600)
from the United States Bureau of Justice. Assistance; and,
WHEREAS, said funds. need to be accepted and appropriated into the
FY199b Operating Budget of the County of Isle of Wight.
NOW, THEREFORE, BE TT AND IT IS HEREBY RESOLVED that the
Board of Supervisors of the County of Isle of Wight, Virginia endorses the

submission of an application to the United States Bureau of Justice
Assistance for grant funding the Church Arson Prevention Grant Program.
BE IT FURTHER RESOLVED that the Board of Supervisors accepts
four thousand six hundred dollars ($4,600) or as much as might be received
from the United States Bureau of Justice Assistance and appropriates said-
funds to the FY1996 Operating Budget of the County of Isle of Wight..
BE IT FURTHER RESOLVED that the County Administrator of the
County of Isle of Wight is authorized to make the appropriate accounting
adjustments and to do all things necessary to give this resolution effect.
The motion was adopted unanimously (5-0).

August 23, 1996 from Edward C. Minor, Associate General Counsel &
Assistant Secretary for the .Fine .Paper Division of Union Camp, for the
Board's information.

Supervisor Spady moved the Board adjourn at 9:45 a.m. The motion
was adopted unanimously. (5-0).
