CONTINUED MEETING OF THE ISLE OF WIGHT COUNTY BOARD OF SUPERVISORS
HELD THE TWENTY SIXTH DAY OF AUGUST IN THE YEAR NINETEEN HUNDRED
AND NINETY ONE

Chairman Bradby called the meeting to order at 2:00 P.M. The
invocation was delivered by Supervisor Edwards.

Chairman Bradby called for the first item of business
concerning participation in the Virginia Retirement System program '
which resulted in a tie vote at the August 22, -1991 continued
meeting of the Board.
Supervisor Bradshaw stated. the Social Services Director, Mrs.
Linda Bean, indicated in writing that the position would be filled
at .a cost of approximately $16,000, which apparently would provide
a savings to the Social Services budget. Supervisor Bradshaw
directed that the replacement Social Services employee not be paid
more than the $16,000 amount.
Supervisor Bradshaw then noted that he had deliberated on this
matter and reviewed new figures of the cost to the County and he
was now ready to vote to break the tie vote and then voted "no" to
the previous motion to deny the request for early retirement which
resulted in the motion being defeated (3-2).
Supervisor Bradshaw then moved the Board adopt the following
resolution to participate in the Virginia Retirement System early
retirement:
A RESOLUTION TO AUTHORIZE PARTICIPATION IN THE VIRGINIA
RETIREMENT SYSTEM EARLY RETIREMENT PROGRAM
WHEREAS, Isle of Wight County does hereby elect to provide the
Early Retirement Program approved by the 1991 Session of the
General Assembly and-the Governor to its eligible employees; and,
WHEREAS, Isle of Wight County agrees to accept all liability for
any current or future additional employer contributions and any
increases in current or future employer contribution rates
resulting from its election to provide the benefits of the Program
to its employees.

NOW, THEREFORE, BE IT RESOLVED that Isle of Wight County elects to i
allow its eligible employees to apply for benefits under the
Program between June 1, 1991 through September 1, 1991.
NOW, THEREFORE, BE IT FURTHER RESOLVED that Henry H. Bradby,
Chairman of the Isle of Wight County Board of Supervisors, and
Myles E. Standish, Clerk of the Isle of Wight County Board of
Supervisors are hereby authorized and directed in the name of Isle
of Wight County to execute any required contract in order that said
eligible employees of Isle of Wight County may participate in the
Early Retirement Program as provided for in the Code of Virginia.
In execution of any contract which may be required, the seal of

Isle of Wight County shall be affixed and attested by the Clerk,
and said officers of Isle of Wight .County-are authorized and
directed to pay over to the Treasurer of Virginia from time to time
such sums as are due to be paid by Isle of Wight County for this
purpose.
The motion passed (3-1) with all members present voting in
favor except Supervisor Ross who voted against the motion.

Introductory remarks were given by County Attorney Crook
regarding the issue on the location of the polling place at the
Carrsville Volunteer Fire Department..
Nelson Carr, Chief of the Carrsville Volunteer Fire
Department, expressed his opposition to moving the polls in
Carrsville to the Carrsville Volunteer Fire Department because of
safety reasons.
Frank Hall, member of the Electoral Board, stated he had
visited the site and suggested using the Carrsville Volunteer Fire.
Department in November. and, if necessary, reconsidering using
another site later.
Supervisor Bradshaw asked Mr. Hall how the Fire Department had
been notified of its designation by the Electoral Board, and Mr.
Hall replied that the notice had been forwarded. to Mrs. Theresa
Beale, chief official of the Carrsville voting precinct, who then
had her husband Robert Beale post the notice in the building.
County Attorney Crook stated it may not be practical to change
the location of the polling place at this point in time.
O. A. Spady suggested leaving the trucks outside the Firs
Department for use in emergencies.

At 2:20 P.M., Supervisor Ross moved the Board adjourn. Ths
motion passed unanimously (4-0) of those members present.
