Chairman Bradby called the meeting to order at 7:00 P.M. The
invocation was delivered by Supervisor Ross..

Chairman Bradby called for a public .hearing on the following:
An Ordinance to Provide for the Apportionment of Members
of the County Board of Supervisors, to Establish Boundary
Lines of the Election Districts and to Name Each Election
District, and An Ordinance to Provide for Precincts, to
Establish Boundary Lines of Precincts, to Name each
Precinct, and to Establish- a Polling Place for Each
Precinct
Chairman. Bradby called for citizens to speak in favor.
No one appeared.
Supervisor Turner stated there had been discussion that these
polling place changes were requested by the Board of Supervisors
in order to save"money; however, he was unaware of these changes
or what the changes were proposing. Supervisor Turner stated he
was unaware of where these changes had come from.
Chairman Bradby called for citizens to speak in opposition.
Bill Barrett of Carrsville stated he understood the new
polling place was located at the Fire Department, but the citizens
of Carrsville"had been previously meeting at the .Community Center
which is convenient for citizens to vote. Mr. Barrett stated
voting at-the Fire Department could block the entrance and delay.

the polling place at the Community Center which is also handicapped.

Captain Steve Gwaltney of the Carrsville Fire Department
stated he .had concerns about possible injury to voters and fire
personnel, delayed response time in emergency situations, building
security, insurance coverage, parking, security and .availability
of maintaining a clear passage for fire trucks existing... Mr.
Gwaltney requested the Board to consider either using the Community
Center, police satellite precinct or the skating rink.
Phyllis Bloxom, member of .the Planning Commission and Chairman
of the Rushmere Fire Department stated she was concerned whether
the Fire Department's insurance would cover voters if injured.
Mrs. Bloxom further stated a deputy could be positioned at the Fire
Department to make the voters park "to the right of the Fire.
Department which would allow the fire trucks to exit in the event
of an emergency.
James Joyner presented a petition to the Board from voters in
the Walters Precinct. Mr._Joyner stated there area lot of elderly

citizens in the Walters Precinct and that the working class would.
also not travel the extra distance if the polling place was moved.
Mr. Joyner further stated the Ruritan Club had offered their
building which has adequate parking and requested the Board to
leave the Walters polling place at its present location..
Pam Vaughan of Walters stated convenience is a major factor
for voting and there are a lot of elderly citizens in Walters.
Ms. Vaughan requested the Board leave the .polling place at its
present location in Walters.
J. C. Jenkins of Walters requested the Board keep. the voting
polls at the present location in Walters.
.Marvin Pulley stated he had received many calls from citizens
concerned about the moving of the polling places and requested the
Board leave the polling places where they were.
Bi11 Barrett asked the Board who would decide the location of
the polling places.
Supervisor Edwards stated at the time the Electoral Board
proposed these changes, the General Assembly had not completed its
redistricting and what the Governor has signed for the House Plan
makes it that much more important that the Board keep the precincts
as they are.
Supervisor Ross asked if the Board could approve redistricting
without changing the precincts and that it may be best for the
Board to see what comes from the General Assembly before making a
determination. Supervisor Ross further stated that some of the
precincts did not have adequate facilities for voting and the Board
may need to review this in order to provide the citizens with the
type of facilities necessary to allow all-citizens to vote.
County Attorney Crook stated that the Board could adopt the
election districts ordinance and amend the precincts ordinance to
leave the precincts basically as they are. County Attorney-Crook
further stated the Board controls the precincts and the election
districts and that the Electoral Board had supplied a list of
proposed changes in polling places.
Supervisor. Edwards moved the Board adopt the following
Election .Districts Ordinance and the attached map with the
amendment proposed by Supervisor Bradshaw to include changing the
line between Windsor and Carrsville along Route 649 to the run of
Pope Swamp:

SECTION 4. The magisterial districts of the County of Isle
of Wight shall remain the same, but the representation on the Board
of Supervisors shall be by election districts, and one supervisor
shall. be elected from each election district and all sections of
the. Code of Virginia (1950) as amended, providing for election or
appointment on the .basis of magisterial districts shall be
construed to provide for election or appointment on the basis of
election districts in the County of Isle of Wight, and such
election districts shall also constitute school districts in
accordance with Section 22.1-36 of the 1950 Code of Virginia, as
amended, and Section 15.1-571 of .the 1950 Code of Virginia, as
amended.
SECTION 5. Should any section or provision of this Ordinance
be decided to be invalid or unconstitutional, such decision shall
not affect the validity or constitutionality of any other section
and provision of this Ordinance.
SECTION 6. This Ordinance shall be in full force and effect
beginning June 1, 1991.
The motion passed by unanimous vote (5-0).
Chairman Bradby asked for clarification on the insurance for
the Rushmere Fire Department.
County Attorney Crook stated the County does have sovereign
immunity when it is operating. the polls in public buildings, but
this does not cover owners of private buildings when they are used
as polling places..
Edward Blount, Secretary of the Electoral Board stated the
Electoral Board is encouraging citizens to vote, but last year he
was required to sign a waiver for the Rescue polling place because
of its inadequacy._
Supervisor Turner moved the Board adopt the- following

ISLE OF WIGHT COUNTY, VIRGINIA
FOR FISCAL YEAR JULY 1, 1991. THROUGH
JUNE 30, 1992
BE IT AND IT IS HEREBY ORDAINED BX THE BOARD OF SUPERVISORS
of the County of Isle of Wight, Virginia, to-wit:
(1) That there is hereby levied for the fiscal year beginning`
July 1, 1991, a tax of $0.70 per one hundred dollars of assessed
valuation on all taxable real estate, and all real and personal
property of public service corporations in accordance with Section
58.1-2606 of the Code of Virginia, as amended;
(2) That there is hereby levied for the fiscal year beginning
July 1, 1991, a tax of $0.91 per one. hundred dollars of assessed
valuation on machinery and tools used in manufacturing, mining,
processing and re-processing businesses as defined in Section 58.1-
3507 of the Code of Virginia, as amended;
(3) That there is hereby levied for the fiscal year beginning
July 1, 1991, a tax of $0.91 per one hundred dollars of assessed
valuation on farm machinery and implements as defined in Section
58.1-3505 of the Code of Virginia, as amended;
(4) That there is hereby levied for the fiscal year beginning
July. 1, 1991, a tax of $1.OO per one hundred dollars of assessed
valuation on boats and watercraft as defined in Section 58:1-3506
of .the Code of Virginia, as amended;
(5) That there is hereby levied for the fiscal year beginning
July 1, .1991, a tax of $4.50 per one hundred dollars of assessed
valuation on all other tangible personal property as defined and
classified in Section 58:1-3500, 58.1-3501, 58.1-3.502, 58..1-3503,
58.1-3504 and 58.1-3506 of the Code of Virginia, except that all
household goods and personal effects as~defined and classified in
Section 58.1-3504 are exempt from said levy;
(6) That there is hereby levied for-the fiscal year beginning
July. 1, 1991, a tax of one half of one percent of the gross
receipts on all telephone and telegraph companies, water
companies and heat,. light and power companies accruing from
business in the County of Isle of Wight, Virginia,. pursuant to
Section 58.1-3731 of the Code of Virginia,, as amended, however, in
the .case. of telephone companies, charges for long distance
telephone calls shall be included in gross receipts for purposes
of license taxation.
BE IT FURTHER ORDAINED AS FOLLOWS:
(a) That all proceeds received for the fiscal year beginning
July 1,` 1991, from the County general tax rate levies, from other
local revenue, from Federal and State funds and supplements and
from all other funds and sources for general County functions and
purposes, including public schools. and public welfare, be credited

to the General Revenue Fund of this County, and,- when and if
appropriated by the Board of Supervisors of this County, shall be
used for such functions and purposes and to defray the charges and
expenses of said County and all necessary charges incident to or

(b) That lump sum appropriations are hereby made on an annual
basis for the fiscal year beginning July 1, 1991 from the General
Revenue Fund to the funds and for the separate items, categories,
functions and purposes as shown and indicated in the, budget .adopted
by the Board of Supervisors in June, 1991.
(c) That the County Administrator is hereby authorized to make
all expenditures in .payment of all line items in said budget at any
time during the fiscal year in any amounts so long as. said amounts
are not greater than the amount available in the fund for such item
or category and said County Administrator is hereby authorized to
make line item transfers within categories and from category to
.category so long as .said transfers of line items are within said
budget and do not exceed the funds available. for such-purpose.
(d) That all encumbered funds which are earmarked for specific
projects which are not expended during the current. fiscal year .will
be carried over as encumbered .funds for said projects. for the
ensuing years unless said encumbrances. are removed by action by the
Board of Supervisors.

(e) That the Treasurer of Isle of Wight County is hereby
authorized and directed to transfer to the indicated appropriate
"funds" in the aforesaid Budget estimates form the General Revenue
Fund, from time to time, as monies become available, sums equal to
but not in excess of the appropriation herein made to such "funds"
for the functions and purposes. therein indicated from the General
Revenue Fund for the period covered by this'' appropriation
ordinance.
(f) That the Treasurer of Isle of Wight County is hereby
authorized to honor and pay all warrants and to pay out funds form
the various "funds" indicated in said Budget estimates for any
contemplated expenditure for which funds have been made available
and. appropriated for such contemplated expenditures;
(g) That this ordinance be entered in the minutes of this
Board of Supervisors and that copies hereof certified by the Clerk
of this Board, be furnished the Treasurer of this County.

of Supervisors of the County of Isle of Wight, Virginia, that
thirty-six thousand dollars ($36,000) or so much as shall be
received from the Commonwealth of Virginia, Department of Criminal
Justice Services be appropriated in .the 1991-92 budget of the
County. of Isle of Wight.
BE IT FURTHER RESOLVED that the County Administrator of the
County of Isle of Wight, Virginia, is authorized to .make the
appropriate accounting adjustments in the budget for this grant
and to do all the things necessary to give this resolution effect.
The motion passed unanimously (5-0).

Supervisor Bradshaw requested County Attorney Crook to check
the statutes on authority to set separate tax rates for airplanes.
County Attorney Crook stated he would report back to the Board
on the matter at the next meeting.
Supervisor Ross .moved the Board adjourn at 8:05 P.M. The
motion passed unanimously (5-0).
