REGULAR MEETING OF THE ISLE OF WIGHT COUNTY BOARD OF SUPERVISORS
HELD THE FIRST DAY OF JUNE IN THE YEAR NINETEEN HUNDRED EIGHTY

Chairman Bradby called the meeting to order at 2:01 P.M. and
delivered the invocation.

Supervisor Brashaw informed R. W. Coates, Resident Engineer,
Department of Transportation, that W. H. Barrett would like for
the ditches by the road in front of the Church of God in
Carrsville Election District to be cleaned out.
Supervisor Bradshaw also informed Mr. Coates that Queenie
Grant has a drainage problem at her residence. Mr. Coates stated
that Ms. Grant wants the ditch piped, to which Supervisor
Bradshaw replied, "I told her we cannot do it".
Supervisor Bradshaw also asked Mr. Coates to contact .Bobby
Butler in reference to Route 694 concerning acquiring the 50'
right-of-way. Mr. Coates stated he would have Mr. Moore of the
Transportation Department to meet with Supervisor Bradshaw and
Mr. Butler to discuss same.
Supervisor Ross thanked Mr. Coates for having signs erected
along Berry Hill Road.
Paul Wilson, Longview area resident, stated he would like
the Board to give consideration to upgrading the stretch of road
from Route 600 (1.64 miles) from Route 10 to Route 602, and
establish a reduced speed limit on that section of the road.
Mr. Coates stated the road is not in the Six Year Plan. Mr.
Coates further stated that the project could be put in the Six
Year Plan when it is revised if the Board so desires. Mr. Coates
stated he would have the traffic engineer run a speed study and
report back to the County Administrator.
R. L. Walker, County citizen representing the Central Hill
Community Club, stated they are still having some of the same
ditch problems in Central Hill although some work has been done.
Mr. Walker expressed concern regarding the stop sign at the white
line at the intersection of Routes 258 and 637, school bus turn
around area at intersection of Route s637 and 1302, and
maintenance by Highway Department of property they own at
intersection of Routes 1302 and 637.
Mr. Coates stated, We are working on the ditches today .and
the School Board has not reported any problem regarding the turn
around area at the intersection of Routes 637 and 1302". Mr.
Coates further that the Department would work with the School
Board regarding the turn around area if the School Board
requested it.
On motion of Supervisor Turner, the Board voted unanimously
(5-0) to adopt the following resolution relative to the
interchange to serve the Cypress Creek Subdivision subject to a
satisfactory idenmification agreement being worked out with the
developer, the County and the Department of Transportation for
the developer to pay the County for all of the expenses involved.

RESOLUTION
WHEREAS, the County of Isle of Wight requests that the
Virginia Department of Transportation allow an interchange
to be built on Rote 10 in the vicinity of Route 710 and
Jericho Road (Route 656). This intersection is to serve the
Cypress Creek Subdivision.
NOW, THEREFORE, BE IT RESOLVED the County of Isle of
Wight will guarantee the necessary preliminary engineering,
right of way and construction cost of which will be borne by
the County or those other than the Virginia Department of
Transportation.

Barry Golden, Isle of Wight County representative on the
Walter Cecil Rawls Library .Board, thanked the Board for their
generous support to the library.
Fred Mitchell, Carrollton citizens, expressed .concern
regarding the advertised budget and the proposed changes since
the advertisement. County Administrator Standish informed Mr.
Mitchell that he would be glad to meet with him and go over the
budget ff he desired.
John Patane, Director of the Walter Cecil Rawls Library,
thanked the Board for their support and stated the Smithfield
Library will open after the first of July. Mr. Patane urged the
Board to support full funding of their budget.
Becky Dashiell, teacher and director of pre-school, asked
for the Board's support to staff the necessary librarians.
W. H. Barrett, Carrsville resident, commended the Board for
holding on to a tight budget. Mr. Barrett asked what the tax
rate would be, to which County Administrator Standish stated the
tax rate has been. advertised at 77 cents per hundred and we
recommend it be 75 cents per hundred. Mr. Barrett stated that
anything over 10% is too much and this is an 8% increase. Mr.
Barrett continued stating that when the assessors are employed,
the Board should be sure they employ somebody who knows .about
property values and that the reassessment not cause another
twenty or thirty cents increase. County Administrator Standish
stated the real estate increase is 5.6%.
Randolph Barlow, County resident, requested clarification of
the changes in the proposed budget and whether he would be able
to address the."budget as changed at a later meeting.
County Attorney Crook stated there will be another meeting
of the Board to consider adoption of the budget and the floor can
be opened for public comment at that time.

The Chairman called for consideration of the following
rezoning applications:
a. The application of W. T. Murphy for a change in zoning
classification from A-1, Agricultural Limited, to
Conditional R-A, Conditional Rural Residential, 13.943
acres of land located on the east side of Route 651,
between Routes 620 and 258, in Hardy Magisterial
District. The purpose of the application is for a
single family residential subdivision of no more than
four lots.
Thomas Mason, broker for Old Virginia Realty in Suffolk,
asked the Board to approve the rezoning request. Mr. Mason
stated the applicant had proffered restricted covenants.
No one appeared in opposition. The Planning Commission
recommended approval by unanimous vote, stated the Chairman.
On motion of Supervisor Turner, the Board voted unanimously
(5-0) to approve the application of W. T. Murphy for a change in

zoning classification from A-1, Agricultural Limited, to
Conditional R-A, Conditional Rural Residential, 13.943 acres of
land located on the east side of Route 651, between Routes 620
and 258, in Hardy Magisterial District.
b. The application of H. W. Roberson Company, Inc. for a
change in zoning classification from A-1, Agricultural
Limited, to Conditional B-1, Conditional Business
General, approximately fifty five acres of land located
on the east side of Routes 10 and 258, between the
Smithfield Corporate Limits and Routes 32 and 258, in
Newport Magisterial District. The purpose of the
application is for retail and commercial uses permitted
in a B-1 zone, as limited by proffered conditions.
Rodham T. Delk, Jr., attorney representing the applicant,
stated the property is located on Route 10 across from the
Smithfield Shopping Center and will include a small shopping
center and commercial subdivision with lots varying in size. Mr.
Delk continued stating there will be a four lane entrance road at
the existing stop light at the present shopping center and the
developer has proffered conditions to insure development for the
betterment of the County. Mr. Delk also stated that water and
sewer will be available on Route 10 immediately in front of the
property and buffer zones will be erected around the property to
protect everyone. Mr. Delk further stated that the project is
intended to be developed as a commercial center.
Phillip Edwards, adjacent property owner, expressed concern
regarding the fence joining what has already been approved which
begins 400 feet from Highway 10 which would not prohibit children
and hunters from coming around the fence on to his property. Mr.
Delk stated that the deve'~+~pers would agree to a fence, however,
they had met with Mr. Edwards prior to the Planning Commission
meeting and they would not come to agreement..
The Planning Commission voted to recommend approval, stated
the Chairman::
Supervisor Turner asked County Attorney Crook if the Board
sees fit could the Board require an additional 400 foot fence to
be erected as requested by the adjacent landowner. Mr. Crook
replied, "A problem that the Board has it is a conditional zoning
with proffered conditions and the Board can either approve or
disapprove the application with the conditions as proffered
unless the appli-cant would agree to postpone his request in order
to revise the .application or proffers".
Supervisor Turner stated that he feels the Board should
consider the adjacent landowner's request for an additional fence
and moved the Board table action until the July 6, 1989 meeting
to give the applicant an opportunity to revise his application.
The vote in favor was unanimous (5-0).
c. The application of .J. E. Wilson, owner, and Raymond
Malone, prospective owner, for a change in zoning
classification from A-1, Agricultural Limited, to
Conditional R-MH-A, Conditional Rural~Mobile Home
District, five acres of land located on the northeast
side of Route 659, west of Route 17, in Newport
Magisterial District. The purpose of the application
is to divide the parcel into two permanent mobile home
lots.
No one appeared in favor. The Planning Commission
recommended denial by unanimous vote, stated Chairman Bradby.
Richard Cassell, resident in the area, appeared in
opposition stating he was opposed because it would be a permanent
trailer in a residential area.
Harry Cassell, resident in the area, appeared in opposition
stating he was opposed on the same basis as previously stated by
Richard Cassell.
Supervisor Turner moved the Board deny~the application of J.
E. Wilson, owner, and Raymond Malone, prospective owner, for a

change in zoning classification from A-1, Agricultural Limited, '
to Conditional R-MH-A, Conditional Rural Mobile Home District,
five acres of land locate don the northeast side of Route 659,
west of Route 17, in Newport Magisterial District. The motion
passed by unanimous (5-0) vote of the Board.

d. The application of Lotz Company, Inc. for a change in
zoning classification from A-1, Agricultural Limited,
to Conditional R-A, Conditional Rural Residential,
approximately thirty acres of land located on the north
side of Route 620, between Routes 655 and 258, in
Newport Magisterial District. The purpose of the
application is for a single family residential
subdivision of no more than twenty four lots.
A. L. Jones, II, attorney appeared to represent the
applicant. Mr. Jones stated that Mr. Lotz was also present. Mr.
Jones further stated that the applicant would like to request the
Board return the application to the Planning Commission for
further study since they had expressed concerns regarding the
adjoining nursing home and impact on the road. system. He further
stated they plan to meet with some of the landowners in an effort
to talk with the community people to obtain their support and
address their concerns.
Dwight Glover, nearby resident, appeared in oppo~itfon
expressing concern regarding the type of houses to be built, too
much traffic on the existing roads, more people in the area, drug
problems and police protection.
Supervisor Edwards expressed concerns regarding .traffic
problems resulting from more development in that area and stated
he is ready to vote on the application today.

Supervisor Turner asked Mr. Jones if there were significant
changes to require the application to be returned to the Planning
Commission for further consideration, to which Mr. Jones replied
he feels some of the people signed the petition opposing the
application without being fully aware of the project. Also, that
he plans to visit the people to discuss a proposal to donate a 50
feet right-of-way to widen Route 620 and the expected continued
growth in the area.
,Supervisor Ross moved the Board honor Mr. Jones' request and
return the application of Lotz Realty Company, Inc. fora change
in zoning classification from A-1, Agricultural Limited, to
Conditional R-A, Conditional Rural Residential,-approximately 30
acres of land located on the north side of Route 620, between
Routes 665 and 258, in Newport Magisterial District to the
Planning Commission for further consideration. The vote in favor
was unanimous (5-0).
Chairman Bradby called for a public hearing on the following
request:
The request of the Isle of Wight Public, Recreational
Facilities Authority to conduct a fireworks
demonstration on July 2, 1989, with rain dates being
July 3, 1989 or July 4,.1989, upon property owned by
Joseph W. Luter, III.

Alan S. Nogiec, Director, Isle of Wight Public Recreational
Facilities Authority, stated the demonstration will be very
similar to the one last year, except the shells will be larger
which will provide amore spectacular show and asked that the
Chairman or County Administrator be authorized to sign the
necessary permit.
On motion of Supervisor Turner, the Board voted unanimously
(5-O) to approve the request of the Isle of Wight County Public
Recreational Facilities Authorit}~ to conduct a fireworks
demonstration July 2, 1989, with rain dates being July 3, 1989 or
July 4, 1989, upon property owned by Joseph W. Luter, III and
authorized County Administrator Standish to sign the required
permit.

Paul Wilson, Longview resident, expressed concern regarding
Contel's toll free calling in the Portsmouth and Suffolk area.
Mr. Wilson stated he objects to paying for services which he does
not need and asked the Board to seriously consider how the system
can be changed to benefit the County residents.
Supervisor Edwards responded that the Board has requested
that the telephone company conduct a poll and the telephone
company declined. Supervisor Edwards stated that if the Board
would present a petition to the .State Communication Commission
(SCC), the SCC may be able to order an election by subscribers.
Supervisor Edwards asked County Attorney crook to follow through
and find out what can be done regarding petitioning the SCC.
County. Administrator Standish stated that toll free calling
within the County has been a part of the legislative package for
two years. Mr. Standish further stated that the Economic
Development Coordinator has been working with the Richmond Office
in an effort to obtain toll free calling within the County.

At 3:39 P.M. Supervisor Turner moved the Board take a
recess, which passed unanimously (5-O). The Board reconvened at
3:57 P.M.

W. Douglas Casket', Assistant County Administrator/Community
Development, presented the following subdivision plats for the
Board's consideration:
a. Plat of division of a portion of the property of W. T.
Murphy, four parcels located on the east side of Route
651, in Hardy Magisterial District.
Mr. Casket' stated that the portion of the property that is
part of the Courthouse Agricultural District, adopted by the
Board of Supervisors September 15, 1988, has been requested in
writing by the owner to be withdrawn from the District. Mr.
Casket' stated the Planning Commission recommended approval by
unanimous vote.
No one appeared in opposition.
On motion of Supervisor Turner, the Board voted unanimously
(5-0) to approve the plat of division. of a portion of the
property of w. T. Murphy, four parcels located on the east side
of Route 651, in Hardy Magisterial District.
b. Plat of the Gracie W. Pierce Subdivision, Section Two,
Lots 4, 5, 6, 7 and 8, located on the west side of
Route 10 between Routes 621 and 624, in Hardy
Magisterial District.
No one appeared in favor or in opposition. The Planning
Commission recommended approval by unanimous vote, said Mr.
Casket'.
County Attorney Crook stated that he sees two problems with
the plat. The 20' right-of-way for egress and ingress has a
severe turn and a cul-de-sac is needed for a turn around space at
the end of the road. Mr. Crook stated the Board could require
the sharp turn be taken out and a turn around area be provided at
the end. Mr. Crook recommended the Board withhold action on the
request and give the applicant time to correct the problem.
Chairman Bradby moved 'the Board table action on the plat of
the Gracie W. Piece Subdivision, Section Two, Lots 4, 5, 6, 7 and
8, located on the west side of Route 10, between Routes 621 and
624, in Hardy Magisterial District, until June 15, 1989, to allow
correction of the plat as suggested by the County Attorney. The
vote in favor was unanimous (5-0).

County Attorney Crook advised the Board concerning the
applicable law regarding the appointment of a Board of Assessors.

On motion of .Supervisor Bradshaw, the Board voted
unanimously (5-0) to consider the appointment of a Board of
Assessors to work with. the assessor in conducting the 1990
General County Reassessment study at their July 6, 1989 meeting.

On motion of Supervisor Turner, the Board .voted unanimously
(5-O) to adopt the following resolution to accept. and appropriate
$21,225 from the Commonwealth of Virginia, Department of Housing
and Community Development, for the Residential Shoreline
Sanitation Program.
RESOLUTION TO ACCEPT AND APPROPRIATE TWENTY ONE THOUSAND TWO
HUNDRED TWENTY FIVE DOLLARS FROM THE COMMONWEALTH OF
VIRGINIA, DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT,
FOR THE RESIDENTIAL SHORELINE SANITATION PROGRAM
WHEREAS, the Board of .Supervisors of the County of Isle
of Wight, Virginia has been awarded a grant from the
Commonwealth of Virginia, Department of Housing and
Community Development, for the Residential Shoreline
Sanitation Program; and

WHEREAS, the funds in the ..amount of Twenty One Thousand
Two Hundred Twenty Five Dollars ($21,2.25) to be received
from the Commonwealth of Virginia, Department of Housing and
Community Development need to be appropriated to the
Shoreline Sanitation, Contracted Services line item in the
1988-89 budget of the County of Isle of Wight.
NOW, THEREFORE, BE IT AflD IT IS HEREBY RESOLVED by the
Board of Supervisors of the County of Isle of Wight,
Virginia that Twenty One Thousand Two Hundred Twenty Five
Dollars ($21,225) to be received from the Commonwealth of
Virginia, .Department of Housing and Community Development be
appropriated to line item 28-5115-3002, Shoreline
Sanitation, contracted services, in the 1988-89 budget of
the County of Isle of Wight.
BE IT FURTHER RESOLVED that the County Administrator of
the County of Isle of Wight, Virginia is authorized to make
the appropriate accounting adjustments in the budget for
this grant and to do all the things necessary to give this
resolution effect.
Supervisor Ross moved the Board adopt the following
resolution to appropriate $649,602 from the Commonwealth of
Virginia and the Federal Government for grant awards during
fiscal year 1988-89 to the School Board. The motion carried
unanimously (5-0).
RESOLUTION TO APPROPRIATE SIX HUNDRED FORTY NINE THOUSAND
SIX HUNDRED TWO DOLLARS FROM THE COMMONWEALTH OF VIRGINIA
YEAR 1988-89 TO THE SCHOOL BOARD
WHEREAS, the School Board of the county of Isle of
Wight has received grant awards during the fiscal year
1988-89; and

WHEREAS, the funds in the amount of six hundred forty
nine thousand six hundred two dollars ($649,602) need to be
appropriated to the School operating fund in the 1988-89
budget of the County of Isle of Wight, Virginia.
NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED by the
Board of Supervisors of the County of Isle of Wight,
Virginia that six hundred forty nine thousand six hundred
two dollars ($649,602) be appropriated to line items State
grants ($24,723) and Federal grants ($624,879) in the
1988-89 budget of the County of Isle of Wight, Virginia.
BE IT FURTHER RESOLVED that the County Administrator of

appropriate accounting adjustments in the budget and to do
all the things necessary to give this resolution effect.
County Administrator Standish informed the Board members
that the County has been awarded three outstanding Achievement
Awards for 1989, economic development program, comprehensive
personnel policy and cooperative data processing system with Paul
D. Camp Community College and Southampton County. Mr. Standish
stated the awards will be presented to the Board Chairman at the
NACO Conference this summer.
County Administrator Standish informed the Board members
that they are invited to attend the Social Services Department
Second Annual Foster Care Family Day on June 10th.
On motion of Supervisor Turner, the Board voted unanimously
(5-0) to adopt the following resolution requesting the
Commissioner of the Virginia Department of Transportation to
accept $117,400 (revenue sharing monies).
RESOLUTION REQUESTING THE COMMISSIONER OF THE VIRGINIA
DEPARTMENT OF TRANSPORTATION TO ACCEPT ;117,400 (REVENUE
SHARING MONIES)
BE IT RESOLVED by the Board of Supervisors of Isle of
Wight County that the Commissioner of the Virginia
Department of Transportation be, and he is hereby, requested
to match $117,A00 of Revenue Sharing monies to bring certain
streets into the State system provided these streets meet
the requirements of Section 33.1-72.1, or to make
improvements to roads in the system. If these funds are not
utilized by June 30, 1990, then the County, be resolution,
will designate the remaining fund to a secondary project in
the Six Year Plan.
County Administrator Standish informed the Board members
that he and Chairman Bradby .had met with the mayors, Board
Chairmen, County Administrators, and City Managers of the
adjoining jurisdictions relative to conducting regional meetings
to discuss and consider regional problems/projects. Mr. Standish
stated that consideration could be given to return to localities
of State lottery revenues for school construction, transportation
issues that face the Hampton Roads area and emphasis on a
regional water source development. Mr. Standish stated there
will be another ..meeting in July and Chairman Bradby encouraged
the Board members. to attend.
County Administrator Standish informed the Board members
that there will be a public hearing June 15th by the
Transportation Board to consider the tentative .1989-90
construction plan. (Six Year Plan), and stated if the Board
members had any comments to so advise in order that they may be
included in the report.
On motion:;:,. of Supervisor Bradshaw, the Board voted
unanimously (5±-p) to direct County Administrator Standish to
obtain cost .estimates to fully pave the Courthouse. complex
parking areas prior to sealing same.

Supervisor Bradshaw expressed concern regarding the location
of the County jail, stating he feels the_jail site should be
located beside the Courthouse complex and suggested Mr. Standish
and County Attorney Crook consult further with Mr. and Mrs.
George Wa11s, property owners.
Supervisor Turner suggested waiting for the .sewage reports
from the architects and then proceed accordingly.

On motion of Supervisor Turner, the Board voted unanimously
(5-0) to adopt the resolution to accept the proposed street names
for County streets/roads with the exception of the following
which will be determined at a later meeting:
a. Route 626 - from Route 621 to Smithfield Town Limits
b. Route 641 - from Route 603 to Route 258
c. Route 611 - from Route 632 to Southampton County Line
and Route 611 from Route 258 to Route 632
RESOLUTION
WHEREAS, the General Assembly for the Commonwealth of
Virginia by Act of the General Assembly as provided in
Section 15.1-379 of the Code of Virginia, has given the
County governing body the authority to name streets within
the County by resolution duly adopted; and
WHEREAS, the Board of Supervisors of Isle of Wight
County has heretofore adopted an ordinance to provide
standards for naming streets, fabrication, erection and
maintenance of street names signs and to establish a street
address number system; and
WHEREAS, the Planning Commission of Isle of Wight
County after public hearing, research and study, ahs
recommended a list of street names for the streets of the
County of Isle of Wight, Virginia; and
WHEREAS, the Board of Supervisors has held a public
hearing in the County of Isle of Wiglit to consider said
street names and other public comments and has duly
considered all of same including the advantages to be gained
by the citizens of Isle of Wight County for police
protection, fire protection and to facilitate location of
individuals within the County.
NOW, THEREFORE, be it and it is hereby resolved by the
Board of Supervisors of Isle of Wight County, Virginia, that
the following streets be and are hereby given the names as
hereinbelow designated and attached hereto.
