Supervisor Turner suggested the Town and County consider scaling the
project down to .serve the industrial development site northwest of the
Town with the Town residents continuing to rely on septic .systems.
Discussion continued noting that the-Board and Planning Commission,
at a joint July 30th meeting, will review and discuss the draft results
of a study that encompasses utiltyneeds for, the entire County. The
preliminary reports on the study, prepared by William C. Overman Associates
of Virginia Beach, also indicate a need for public utilities in the
Carrollton area, the fastes growing pocket of the County noted Mr. Turner.
The separate Windsor study was completed in April and a draft permit
to discharge sewage from the proposed system into Antioch Swamp has a ready
been issued by the State Water Control Board, said Supervisor Bailey.
Supervisor Bailey continued stating the sewage treatment plant would be
located less than two miles northwest of the Town limits and south of U. S.
460 and the Norfolk and Western Railroad.

The plant will have a capacity to treat 400,000 gallons of sewage a
day and permit approvals and construction would take two and one half
years, said Mr. Weeks. Mr. Weeks continued saying expansion of the system
at a later date would cost $681,000 which could be financed through con-
nection fees. Mr. Weeks further stated the sewerage system could serve
80~ of a population of 4,150 projected by the year 2002 in a 39 square
miles area. of Windsor.

At 8:40 P.M. Supervisor Ross moved the Board continue their meeting
until 8:00 P.M. July 30, 1987. The vote in favor was unanimous.

Chairman Bradby called the meeting to order at 8:05 P.M. The invocation
was delivered by Supervisor Turner.

The Chairman stated the meeting would be a joint meeting
with the Planning Commission and the Board of Supervisors to
receive and discuss the County wide water and sewer plan with

the consultants.

The following Planning Commission members were present:
George F. Walls, Chairman; George Winslow, Andrew Casey, Lottie
Little, Francis S. Griffin, Edna King., Hollis Herring, Thomas
Caldwell and Evelyn Chandler.
The following Town of Windsor Council members were also
present: Mary Lee Willis, Mabry Scott, :Robert C. Claud and
Town Administrator Kenneth McLawhorn.
Florine Moore, Mayor, and Colonel Elsey Harris, Manager,
were present to represent the Town of Smithfield.
R. L. Thompson and John F. Wynne were also present to re'-
present the Isle of Wight County Public Service Authority.

The Chairman introduced Garland Page, project manager-with
William C. Overman Associates. Mr. Page introduced Sandra Wier
and Andrew Barkett. Mr. Page have a brief review of the .work
which has been completed and stated that at this time they were
presenting the draft report. There will be some changes now to
the final, said Mr. Page, and we will welcome additions and
advice. Mr. Page continued stating the plan is to serve as the
basis for. background ordinances, updating plans and systems you
will need, however, all are based on the crystal ball future.
It will be flexible enough to allow you to change, .said Mr. Page.

Sandra Wier stated the project has seven specific recommend-
ations.
Recommendation 1 - the central wastewater system for the
Smithfield/Carrollton growth area should be begin immediately.
The Smithfield option is the recommended system option, she
stated.
Recommendation 2 - The Smithfield/Carrollton service area's
central water system should begin rnmei~iately<. ;
Recommendation 3 - The Windsor central wastewater. system
should be cons~cructed when it can be subsidized by other systems
by an amount. agreed upon in advance.
Recommendation 4 - Once revenues from the initial PSA pro-
jects cover expenditures and the projects start producing a sur-
plus, the PSA should embark on a more unified solution to the
individual community systems projects, and should consider ex-
tensions of large systems.
Recommendation 5 - The. capital improvements program process
should begin immediately in order to acheive service to key
areas in the Smithfield/Carrollton service area as soon as pos-
sible and to complete the. system within five to seven years.
Utilities capital improvements should be coordinated with other
needed infrastructure such as transportation network improve-
ments.

Recommendation 6 - Upon adoption of this Master Plan, the
County should embark upon a public .relations program to in-
form residents of the system benefits and costs.
Recommendation 7 - The Public Service Authority should be
strengthened-and should adopt the proposed Rules and Regulations
and Construction Specifications and Standards for Waterworks
and Sanitary Sewerage Facilities immediately.

The County wide draft study outlined a p an that will almost
quadruple the capacity of the Smithfield sewage treatment plant
and create a centralized water system to serve the development
pressed section of the County through the year 2002. Almost
three-fourths of the project influx of 11,200 residents over
the next 15 years will come to the Carrollton/Smithfield area,
said Mr. Page.
Supervisors Bradshaw and Bailey stated to Mr. Page and Ms.
Wier that they had inaccurate statistics and poor foresight.
Supervisor Bailey stated with this many wrong figures, we're
going to get wrong answers all the way through and pointed out
the reported 400 households in Windsor that could tap into a
centralized utilitiy system could be as many as 712, noting
the consultant's figures regarded trailer parks as one hook-up.
Supervisor Bailey continued stating, to me it's a worthless
report, even if it's in draft form right now.
Supervisor Ross expressed concern that the study's growth
projection assumes the area near the James River Bridge will
bloom into a bedroom community for Hampton and Newport News.
Supervisor Ross continued saying that while the County wants
development, it needs industrial prospects instead of more
people crossing the bridge to work. Supervisor Ross also noted
industry really contributes to our tax base.
Mr. Page stressed the study needed work and welcomed input
from the Supervisors, Planning Commission and the Public
Service Authority in future meetings. Mr. Page continued say-
ing the study's recommended scenario did include high rates
for utility users - about $44.00 a month plus connection fees
of $1,500 for water and $2,500 for sewer. However, the high
rates would allow the sewage system in the Smithfield/Carrollton
area to begin paying for itself within three years after
operation begins, said Mr. Page. Mr. Page stated the sewerage
system would include interceptors at Benns Church, Rescue and
the Pagan River and a total of nine pump stations.

At 9:55 P.M. Supervisor Ross moved to have a ten minute
recess, which passed unanimously. The Board reconvened at
10:10 P.M.

County Administrator, Myles E. Standish, informed the Board

members the sanitary sewer bids are in and he recommends the
project be awarded to Rickmond General Contractors at a cost
of $6,430 being the low bid.
On motion of Supervisor Turner, the Board voted unanimously
to award the sanitary sewer bids to Rickmond General Contractors
at a cost of $6,430.
County Administrator, Standish informed the Board an applica-
tion for grant assistance is being prepared to fund improvements
to the old Smithfield High School for a library facility and
recommended the Board endorse same in order to proceed to apply
for the grant.
Supervisor Bailey moved the Board comply with County
Administrator Standish's recommendtion to endorse the applica-
tion for grant assistance to fund improvements at the old Smith-
field High School for a library facility. The vote in favor
was unanimous.
On recommendation of County Administrator Standish and motion
of Supervisor Turner, the Board voted unanimously to authorize
County staff persons to attend the public hearing relative to
an upcoming meeting on the desgna ian of Ragged Island as an
area for depositing dredged spoil material from the Norfolk
Harbor and channels to voice the County's opposition.
County Administrator Standish stated he had a matter for an
executive session later during the meeting.

Supervisor Bailey suggested that when personnel moved into
the new courthouse addition the Registrar be permitted to move
her office to the old jail building which will be on ground
level and that the Building Committee be directed to ask Spady
& Spady, architect, to look at the building and make recommenda-
tions regarding same. Supervisor Turner moved the Board concur
with Supervisor Bailey's suggestion. The motion carried un-
animously.

Supervisor Bradshaw moved the Board go into executive
session for the purpose of discussing with legal counsel and
staff members intergovernment cantra~t negotiations. The motion
passed by unanimous vote of the Board. The Board went into
executive session at 10:15 P.M. and returned to open session
at 10:26 P.M.

Supervisor Ross moved the County Administrator be authorized
to draw a check in the amount of $231,147 payable to the City
of Franklin, as an estimated payment for this year. The vote
in favor was unanimous.

At 10:27 P.M. Superiisor Ross moved the meeting be adjourned,
which passed unanimously.
