CONTINUED MEETING OF THE ISLE OF WIGHT COUNTY BOARD OF SUPERVISORS HELD.
THE TWENTY FIFTH DAY OF JUNE IN THE YEAR NINETEEN HUNDRED EIGHTY SEVEN

The Chairman called the meeting to order at 7:00 P.M. The invocation
was delivered by Supervisor Bradshaw.

Chairman Bradby recognized Spencer Elmore, representative from
Robinson, Farmer, Cox Associates. Mr. Elmore stated the Finance Committee
would make a report and he would discuss the budget following its
presentation.
The Chairman stated the Finance Committee had worked long and hard and
hopefully had a budget that would be acceptable tonight. Chairman Bradby
asked Supervisor Bailey to give the report.
Supervisor Bailey stated .the Finance Committee recommended the adoption
of the following. budget for 1987-88:

The Finance Committee asked Mr. Elmore to summarize the budget. Mr.
Elmore stated the majority of the tax increase reflects an increase of
almost $l.l million in the County School Budget. Mr. Elmore recommended
the Board reduce $400,000 from the proposed $1.8 million in reserve which
would remain at the end of the fiscal year. Mr. Elmore recommended deduct-
ing 5 cents from the. advertised real estate tax rate and 2 cents from the
advertised tools and machinery tax rate. Mr. Elmore stated the budget
would mark a 13 percent increase over the current budget and will include
7.5 percent raises for all County employees.
Supervisor Bailey stated he feels they are asking for thi;~~gs the
County can't afford.

Following Mr. Elmore's recommendation, Supervisor Turner. moved the
additional $6,802 in revenue which would be realized from the recommended
tax rates be added to the Building Official's proposed budget, making
a total of $94,570. The vote in favor was unanimous.
Following discussion the Board voted unanimously to adopt the proposed
estimated operating expenditures budget, as a~ended~ the amount of
$22,188,:008 and the estimated~'°ex }e~'~~~'~tu~es ~in the amount of $755,250.
On motion of Supervisor Bardshaw, the Board voted. unanimously to adopt
"An Ordinance To Impose Tax Levies For Isle of Wight County For Fiscal Year
July 1, 1987 Through June 30, 1988".
AN ORDINANCE TO IMPOSE TAX LEVIES FOR ISLE OF WIGHT COUNTY,
VIRGINIA FOR FISCAL YEAR JULY 1, 1987 THROUGH JUNE 30, 1988
ADOPTED JUNE 25, 1988
BE IT AND IT IS HEREBY ORDAINED BY THE BOARD OF SUPERVISORS
of the County of Isle of Wight, Virg~;nia, to-wit:
(1) That there is hereby levied for the fiscal year beginning
July 1, 1987, a tax of $0.71 per one hundred dollars of assessed
valuation on all taxable real estate, and all real and personal
property of public service corporations in accordance with
Section 58.1-2606 of the Code of Virginia, as amended;
(2) That there is hereby levied for the fiscal year beginning
July 1, 1987, a tax of $0.91 per one hundred dollars of assessed
valuation on machinery and tools used in manufacturing, mining,
processing and re-processing businesses as defined in Section
58.1-3507 of the Code of Virginia, as amended;
(3) That. there is hereby levied for the fiscal year beginning
July 1, 1987, a tax of $0.91 per one hundred dollars of assessed
valuation on farm machinery and implements as defined in Section
58.1-3505 of the Code of Virginia, as amended;
(4) That there is hereby levied for the fiscal year beginning
July 1, 1987; a tax of $1.00 per one hundred dollars of assessed
valuation on boats and watercraft as defined in Section 5.8.1-3506
of the Code of Virginia, as amended;
(5) That there is hereby levied for the fiscal year beginning
July 1, 1987, a tax of $4.50 per one hundred dollars of assessed
valuation on all other tangible personal property as defined and
classified in Sections 58.1-3500, 58.1-3501, 58.1-3502, 58.1-
3503, 58.1-3504 and 58.1-3506 of the Code of Virginia, except that
all household goods and personal effects as defined and
classified in Sections 58.1-3504 are exempt from said levy;
(6) That there is hereby levied for the fiscal year beginning
July 1, 1987, a tax of one half of one percent of the gross receipts
on all telephone and telegraph companies, water companies, and heat,
light and power companies accruing from businesses in the County
of Isle of Wight, Virginia, pursuant to Section 58.1-3731 of the
Code of Virginia, as amended, however, in the case of telephone
companies, charges for long distance telephone calls shall not be
included in gross receipts for purposes of license taxation.
BE IT FURTHER ORDAINED AS FOLLOWS:
(a) That all proceeds received for the fiscal year beginning
July 1, 1987, from the County general tax rate levies, from other
local revenue, from Federal and State funds and supplements and
from all other funds and sources for general County functions and
purposes, including public schools and public welfare, be credited
to the General Revenue Fund of this County, and, when and if
appropriated by the Board of Supervisors of this County, shall be
used for such functions and purposes and to defray the charges and
expenses of said County and all necessary charges incident to or
arising from the execution of the lawful authority of the Board of

(b) That lump sum appropriations are hereby made on an annual
basis for the fiscal year beginning July 1, 1987 from the General
Revenue Fund to the funds and for the separate items, categories,
functions and purposes as shown and indicated in the budget
adopted by the Board of Supervisors in June 1987.
(c) That the Treasurer of Isle of Wight County,is hereby
authorized and directed to transfer to the indicated. appropriate
"funds" in the aforesaid Budget estimates from the General Fund,.
from time to time, as monies become available, sums equal to but
not in ecess of the appropriation herein made to such "funds"
for the functions and purposes therein indicated from the General
Revenue Fund for the period covered by this appropriation ordinance.
(d) That the Treasurer of .Isle of Wight County is hereby
authorized to honor and pay all warrants and to pay out funds from
the various "funds" indicated in said Budget estimates for any
contemplated expenditures for which funds have been made available
and appropriated for such contemplated expenditures;
(e) That this ordinance be entered in the minutes of this
Board of Supervisors and that copies hereof certified by the
Clerk of this Board, be furnished the Treasurer of this County
and the School Board of this County.
William H. Barrett, resident of the southern end of the County, stated
he feels the Board should be ashamed of themselves for. imposing a 46~
additional tax on the citizens in the County. Mr. Barrett continued stating
the additional taxes will impose a hardship on the elderly and retired persons.
Mr. Barrett further stated he feels the Board has done a dis-service to the
taxpayers.
Charles R. Green, a new County resident living on Route 638, asked the
Board why it raised County taxes before making sure existing tax revenues
had been tapped.. Mr. Green stated he has been living in the County about
a year and siad he and other new residents had repeatedly called the County
to get their homes assessed, but got no response. I have not been taxed on
my house in more than a year and you snould be looking at how many dollars
are out there that are not being collected, said Mr. Green.

County Attorney Crook stated he had a personnel matter to be discussed
in executive session later during the meeting.

On the recommendation of Acting County Administrator Byrum and on motion
of Supervisor Bailey, the Board voted unanimously to approve Public Works
Director, Donald Bernd's, request to secure the surplus van from the
Sheriff's Department for use in the Public Works Department.
On the recommendation of Acting County Administrator Byrum and on motion
of Supervisor Ross, the Board voted unanimously to pay $159.20 for Deputy
Sheriff Robert Crowe, for overtime as he was employed at a lower rate and his
increase has not come in line with the others. The Compensation Board will
pay $1,000 in addition to the $159.20, she said.
Supervisor Turner moved the Board pay mileage for. the Commissioner of
Revenue in the amount of $412.44 to come out of the 1986-87 budget which will
be reimbursed by the Compensation Board. The vote in favor was unanimous.
Acting County Administrator Byrum informed the Board members a meeting
will be held in July with the Smithfield Town Council and the Board to discuss
the old Smithfield High School renovation.

As recommended by Acting County Administrtor Byrum and on motion of
Supervisor Rose, the Board vo ed unanimously to approve the budget transfer
request of Building Official, Donald Goodwin, to transfer $700.00 from line
item 3401-5411 to 3401-5413 and $300.00 from line item 34.01-5504 to lixae
item 3401-5413.

On motion of Supervisor Bailey the Board voted unanimously to ..approve
the General Fund Bill Register.

Supervisor Bradshaw moved the Board ga. into executive. session to discuss
with legal counsel intergovernmental agreements and personnel. The motion
carried unanimously. The Board went into executive session at 7x59 P.M.
and returned to open session at 9:05 P.M.

Upon returning to open. session, Chairman Bradby stated there was no
action on intergovernmental agreements at this time.
The Chairman stated the Personnel. Committee recommended Myles E.
Standish be employed as County Administrator with an annual salary of
$47,500.00. Chairman Bradby continued stating he favored employing Terry,
D. .Lewis as County Administrator, however, he would work with Mr. Standish
in every way possible.
Supervisor Bailey :moved the-Board employ Myles E. Standish as County
Administrator at an annual salary of $47,500.00. The vote in favor was
unanimous.. Supervisor. Bailey stated Mr. Standish would begin work July 20,
1987.

At 9:08 P.M. Supervisor Ross moved the meeting be adjourned, which
passed unanimously.
