budget first.
Supervisor Ross moved the meeting be continued until 6;00 P.T4, on WednesT
day, April 29, 1987, to take up the. School Board budget ahead of the sewer/
water study meeting at 7;00 P.M. The vote in favor was unanimous.. The meet-
ing adjourned at 7:55 P,M.

Chairman Bradby called the meeting to ordera~ 6:04 P.M, The invocation
was given by Supervisor Bailey.

Chairman Bradby reported as a member of the Finance Committee that they
had worked long and hard on the proposed 1987-88 School Board. budget to have
one that wi11 continue to maintain quality education in Isle of Wight, County,
The Chairman continued stating the Finance Committee .recommended reducing the
local funds in the 1987-88 budget to $9,142,500 and a total of 1987-83 budget of
$15,690,575.
Supervisor Bailey, of the Finance Committee, stated this budget will have
to do and future budgets will have to be studied long and-.hard to get money
for the County because of possible crop shortages., We will have to live from
day to day-and if the money is not there i.t just is not there.. I believe we
have the best budget we can get, said Supervisor Bailey.
Discussion followed and Dr, V. J. Morlino, Superintendent of Schools, asked
for clarification of numbers they are dealing with to which Supervisor Turner.
and County Administrator Owen explained.
On motion of Supervisor Bradshaw, the Board voted unanimously to approve

Chairman Bradby .called the meeting to order at 7:05 P.M. and stated this
is a joint meeting with the Planning Commission and the Isle of Wight County
Public Service Authority to review an up-date on the Isle of Wight County
Master Water and Wastewater Service Plan. The Chairman also recognized the
members of the Planning Commission, ..George F. Walls, Francis S. Griffin, George
Winslow, Thomas A. Caldwell, Lottie Little, C. Fred Bailey and Hollis Herring,
and members of the. Isle of Wight County"Public Service Authority, R. L. Thompson,
J. A.. Spivey, John F. Wynne and Richard L. Turner
The Chairman introduced Garland Page, representative of W. C. Overman
Associates, P. C., the firm conducting the Isle of Wight County Master Water and
Wastewater Service Plan. Mr. Page introduced Sandra Wier, project planner, with
W. C. Overman Associates..
Mr. Page stated they would like to continue a discussion which began at the
Planning Commission on February 26, 1987 and gave a presentation on the inventory
and analysis phase on the water and wastewater plan. He continued stating the
discussion tonight will be recommendations on the goals anal policy for same. Mr.
Page also stated there will be another discussion at a later time .relative to
the phase III option for the water and wastewater plan. Mr. Page continued say-
ing the following County goals and policies for water and wastewater service are
recommended L-or adoption to the Board of Supervisors, the Planning Commission,.
