The vote inif.avor was unanimous. // Per County Attorney Crook's recommendation and on motion of Supervisor Turner, the Board voted unanimously to approve the February 5, 1987 Board cif Supervisors minutes. // Dr. Ryland Edwards, local veterinarian and .Isle of Wight County resident, spoke to the Board relative to the rabies situation, Dr, Edwards stated rabies have been found in Henrico County, which is only about 70 miles from-our County, and he feels the County should be made aware of it. Dr. Edwards continued say- ing he wanted to voice concern to the County regarding the problem and offered his support to Dr. E. D, Harris of the Department of Health. ~/ Supervisor Ross moved the Board meeting be continued until March 16, 1987 at 7:30 P.M. Owen, erk CONTINUED MEETING OF THE TSLE OF WIGHT COUNTY BOARD OF SUPERVISORS HELD THE SIXTEENTH DAY OF MARCH IN THE YEAR NINETEEN HUNDRED EIGHTY SEVEN PRESENT: Henry H. Bradby, Chairman C. Fred Bailey, Vice Chairman Joel C. Bradshaw, Jr. Thomas L. Ross Richard L. Turner Also attending: H. Woodrow Crook, Jr., County Attorney ~ W. B. Owen, County Administrator Juanita L. Byrum, Assistant County Administrator Chairman Bradby called the meeting to order at 7:30 P.M. The invocation was given by Supervisor Turner. // John Maxwell, Vice President of Municipal Advisers, Inc., presented the Board with the composite of the discussions of the individual meetings with the Board members. These meetings were to determine the qualifications and/or characteristics that the Board members were looking for in the new county administrator. Mr. Maxwell reviewed the job qualifications with the t March 16, 1987 Page 237 Board. After a general discussion in which. the Board .members indicated their agreement with the qualifications and on motion of Supervisor Turner, the Board voted unanimously to accept same for advertisement. Supervisor Ross moved the Board authorize .Municipal Advisers, Inc. to advertise for a county administrator with the. criteria as presented. The vote in favor was unanimous. POSITION PROFILE COUNTY. ADMINISTRATOR ISLE OF WIGHT COUNTY SELECTION AND EMPLOYMENT PARAMETERS The analysis of the information developed during the meetings with the Chairman and members of the Board of Supervisors presents the following basic profile of the individual whom the Board wishes to hire as County Administrator. Since the responses sometimes indicated a broader range of acceptability, the following characteristics are. essentially representations of a central tendency or averages and will not be considered absolutes. The individual desired should have the necessary potential and maturity to effectively lead the. staff and interact with the Board and citizens of the community; and have a Bachelor's degree in Public Administration or Planning. A graduate degree would be desirable. The individual should have some experience as a County Administrator although similar or greater successful experience as an assistant County Administrator or other responsible position in a larger community is acceptable. The Board will consider someone who has been "fired" from a previous job based on the circums ances of the separation, and prefers someone who has served in at least one but not more than three counties as a County Administrator, Assistant County Administrator or other high level position. The Board indicated a willingness to con- sider a written employment agreement: with the success- ful candidate and indicated a willigness to handle applicants in a confidential manner. .The Board desires an individual who will handle...day-to-day decisions on his/her own based on Board policies but who will consult Board on major policy issues.. The successful candidate should be able to report for duty within 30 to 60 days. The Board indicated that the following qualifications and skills were most important in hiring a County Administrator: 1. Public Relations Skills 2. Financial (budgeting) .Skills 3. Planning, Economic and Community Development Skills 4. Number of Years in Local Government Work 5. Number of Years as a County Administrator, Assistant, or other Responsible Position In Local Government The following general traits and qualifications were identified as "necessary and desirable" in any candidate to justify serious consideration for the Position. Personal Traits Possess self-confidence yet have humility to realize that staff, Board and citizens have. expertise with serious consideration. Be sensitive as to the. appropriate time to speak out and when to maintain a low profile. Have the ability to communicate with and. .actively listen to citizens, business leaders, constitutional officers and other community leaders. Possess personal commitment toward the philosophy of improving the economic. base of the community. Ethical, moral, honest, tactful. March 16, 1987 Page 238 Socially attuned, friendly, sensitive to community needs. Open, diplomatic, fair. Possess and exemplify characteristics of behavior and leadership which will set high standards to strive for by County staff and employees. Have a personal philosophy which espouses a willingness to treat people as individuals and be fair in recommending employees to be hired by the Board. Management Style The ability to "promote" Isle of Wight County as a desirable location for commerce and industry. A motivator who can appropriately stimulate staff, Board and community toward maximum use of talents and resources. Have ability to work with and through others on joint County/ Community efforts. Possess the potential to mature and grow with the County. Be fair and respectful in dealings with others. Ability to lead, yet when necessary act as part of a team. Make recommendations on the basis of judgement of what is best overall for the County - without undue emphasis on what may best suit the Admn§tratnr,_Board of staff. Provide carefully-considered staff recommendations and decisions and professionally defend them, while being sufficiently adaptable to carry out contrary Board policy decisions in an effective and agreeable manner. Work with the Chairman and Board members as a single unit, not as individuals, striving to achieve consensus among divergent views toward maintaining a decisive and timely policy decision-making process. Special Qualifications Have the ability to be sensitive to the needs of all age and ethnic groups and be fair rega~'dingthe recommendations for hiring County employees. Possess an ability to deal effectively with industrial and economic development principles - be an effective and aggressive salesman for Isle of Wight County. Be sensitive to planning and community development aspects of local government involving residential and commercial development and the recruitment of new industry and retention of existing industry.. Ability to create a "team approach" toward governmental problem solving and the provision of effective County government - by recognizing and blending the knowledge, abilities and prerogatives of the Board, Administrator, staff and community.
