A. An application to Amend the Comprehensive Plan of Isle of
Wight County, Virginia, Chapter 4, “Growth Management and
Land Use,” and Map 4-11, “Camptown Development Service
District Land Use Plan”, associated with adoption of an Urban
Development Area designation. Copies of the draft
Comprehensive Plan and Map can be reviewed at the
Department of Planning and Zoning; the Carrollton, Franklin,
Smithfield and Windsor branches of the Blackwater Regional
Library, the Otelia J. Rainey Community Center, and the library
at Carrsville Elementary School. The proposed Plan may also
be viewed on the County’s website at www.iwus.net.
An ordinance to Amend andReenact the Isle of Wight County
Code by Amending and Reenacting the following sections of
Appendix B, Zoning, Section 4-18001, “General Description,”
Section 4-18006, “Bulk Regulations,” and Section 4-18012,
“Additional Regulations,” associated with adoption of an
Urban Development Area designation.
B. An ordinance to Amend and Reenact the Isle of Wight County
Code by Amending and Reenacting the following sections of
Appendix B, Zoning: General Provisions, Section 1-1011.B.6
(Powers and Duties of the Zoning Administrator), Section 1-
1019.B.3 (Powers of the Board of Zoning Appeals), Section 1-
1019.C.1 (Appeals), and Section 1-1019.E (Interpretations) to
require that the Zoning Administrator notify the current
property owner, in writing, of any zoning interpretation made
for their parcel.
C. An Ordinance to Amend and Reenact the Isle of Wight County
Code by Amending and Reenacting Appendix A. Subdivisions.

Article 3. Administration and Procedures Section 3.2.3.
Subdivision, General, to properly codify the Board of
Supervisors conveyance of acceptance authority to the Director
of Planning and Zoning, as Subdivision Agent, with respect to
real property dedicated to the County by recorded plats.
D.The application of Cliff Barnes LLC for a change in zoning
classification from Conditional-General Industrial (C-GI) to
Rural Agricultural Conservation (RAC) approximately 215
acres of land located on the south side of the CSX Railroad,
which is south of Carrsville Highway (Rt. 58) between Green
Oaks Lane and BobcatLane in the Carrsville Election District.
The purpose of the application is to amend the zoning of the
property from industrial to an agricultural zoning classification.
E. The application of W.C. Sawyer, Archer L. Jones II, Jeanette J.
Keener, Trustee of the Jeanette J. Keener Revocable Living Trust
and Jeanette J. Keener, Trustee of the Charles F. Keener Family
Trust, owners and R. Mitchell Wilcox, applicant, to amend the
Comprehensive Plan Land Use Designation from Suburban
Estate to Suburban Residential. Said property, approximately
3.61 acres, is located on the east side of Carrollton Boulevard
(Route 17), in the Newport Election District. The proposed use
of the property is for duplex condominiums.
F. The application of W.C. Sawyer, Archer L. Jones II, Jeanette J.
Keener, Trustee of the Jeanette J. Keener Revocable Living Trust
and Jeanette J. Keener, Trustee of the Charles F. Keener Family
Trust, owners and R. Mitchell Wilcox, applicant for a change in
zoning classification from Rural Agricultural Conservation
(RAC) and Conditional-Limited Industrial (C-LI) to
Conditional-Urban Residential (C-UR) of approximately 23.02
acres of land located on the east side of Carrollton Boulevard

(Route 17), in the Newport Election District. The purpose of the
application is to allow for single family duplex condominiums.
G. The application of University Square Associates, owner and
applicant for a change in zoning classification from Conditional
General Commercial (C-GC) to Conditional Urban Residential
(C-UR) of approximately 22.01 acres of land located on the east
side of Carrollton Boulevard (Route 17) and to amend Zoning
Case #ZA-11-02, approved October 17, 2002, in the Newport
Election District. The request is to allow for multi-family
residential development on approximately 22.01 acres and to
amend conditions of General Commercial Zoning to allow for
multi-family residential to be developed in conjunction with a
retail shopping center and associated out-parcels.
