CALL TO ORDER
Chairman McCarty opened the joint meeting at 5:00 p.m. and welcomed
those present.

The issue of cameras in school zones was brought up for discussion.
Following general discussion on the unsolicited proposals received regarding
speed enforcement in school zones, Mayor Bowman inquired where the
County stands with regards to the various cameras available.
Chairman McCarty explained that consideration is being given to cameras in
school zones only based on the Sheriff's recommendation.
County Administrator Keaton advised that he has contacted the Towns of
Smithfield and Windsor. The Town of Smithfield is interested and the Town
of Windsor is not because its schools are located in a 25-mph zone anyway.
He added that the school zones may need to be reviewed by VDOT to
determine if they are accurate in their current location. Jamie Oliver,
Transportation Manager, advised that VDOT is willing to reevaluate the
school zones and report back to staff on its findings.
Mayor Bowman remarked that it is the consensus of the Council that the
Town of Smithfield follow the County's lead. He stated that the Council feels
that this is a Town and school issue.
County Attorney Jones advised that the two bodies must agree in that if it is
a school within the County, the County gets the revenue and if it is located in
the Town, the Town would get a portion of the revenue.
Regarding the Museum and the Memorandum of Understanding between
the County and the Town, it was discussed that in 2018 the two bodies
returned to splitting the cost associated with the Museum. It was
recommended that this matter be further discussed at a future
Intergovernmental meeting.
Concerning quarterly Intergovernmental meetings, the Board and the Town
agreed with the establishment of a regular schedule for meetings/discussions
between both entities.

Several transportation improvement projects are anticipated in and near the
Town. It was agreed that coordination will be necessary regarding the
proposed upcoming projects.
The County and Town are witnessing increased activity regarding actual
and/or potential residential development. A significant amount of
development will occur in or near the Town. The Board and Council may wish
to appoint a "working group" to look at potential growth and determine what
are the anticipated impacts on infrastructure and services.
Chris Morello, Economic Development Director provided a presentation on
current and proposed development projects throughout the County.
The Board and Council may wish to discuss and develop a Memorandum of
Understanding relative to the provision of building inspection services in the
Town.
