Chairman Grice called the special meeting to order at 3:00 p.m. for the purpose of
discussing the farmer's market with the Luter family.
Mr. Luter addressed the Board of Supervisors and the Smithfield Town Council
regarding proposed concept plans for a new mixed-use development in Smithfield
designed to place focus on a farmer's market and multi-family development and
which will be an extension to the farmer's market in Smithfield. He stated he feels
there is a real need to beautify that area and provide office space as the Town
currently does not have the amenities needed for young professionals. He stated
that presently many meetings are held outside of Town because the Town does not
have the hotel space. He stated the proposed development has over 900 parking
spaces; connectivity to the YMCA; walking trails; and green space.
Mr. Luter stated the proposed development is entitled The Grange at 10Main and
consists of a 13,300 sf farmer's market with 150 underground parking spaces; 902
total parking spaces; 225 apartment homes; a boutique hotel; 45 single-family
cottages, homes and duplexes; and 33,350 sf of commercial property. He stated it

will consist of green development; extend the beautification of main street; have
minimal impact on schools; and have a diversity of residents.
Mr. Luter went over the following:

The following commitments from the Luter family/Venture Realty Group were
noted:
$1,000,000 cash contribution to the farmer's market from Joe Luter, Ill
Land contribution for farmer's market and green spaces — value of
approximately $1,000,000
public parking adjacent to Christian Outreach — value of approximately
$700,000
approximately $100,000,000 total investment
The Town of Smithfield and Isle of Wight County were asked for the following:
Public/Private Participation Agreement for Master Infrastructure
Public/Private Participation Agreement for Boutique Hotel
Farmer's Market: $6,000,000 (of the approximately $9,000,000 budget)
(potential sources include sponsorships, private donations, and local, state
and Federal funds)
The new farmer's market will be a brick building with a dark metal roof and contain
twenty-eight 10 by 10 vendor spaces; basic electrical for vendors; sixteen outside
vendor spaces; forty-two total vendor spaces; and a public restroom for the
farmer's market and a restaurant. Because the property drops off, a single level
parking lot could be tucked under the building.
Mr. Luter stated that the building would be turned over to the Town and the County
when built.

County Administrator Keaton advised that the right-of-way acquisition for the
sidewalk in Smithfield is anticipated to begin in several months.
Mr. Luter would like to know before the end of January of 2022. The Town and
County Administrator are to begin negotiations. Attorney Riddick is to look into
there being a closed session.
