CALL TO ORDER
Chairman Grice called the work session to order at 3:00 p.m.
APPROVAL OF AGENDA:
Supervisor Rosie moved that the agenda be adopted as presented. The motion was
adopted (4-0) with Supervisors Grice, Rosie, McCarty and Jefferson voting in favor;
no Supervisors voting against the motion; and Supervisor Acree absent for the vote.
INVOCATION
Michelle Clark, Director of Human Resources, delivered the invocation and led the
Pledge of Allegiance to the American Flag.
COUNTY ADMINISTRATOR'S REPORT
Tommy Catlett, VDOT Resident Engineer for the Franklin Residency, provided
several construction updates followed by a presentation on the Strategically
Targeted Affordable Roadway Solutions (STARS) Report for Route 17.
Supervisor McCarty asked that repairs be made to the holes on Titus Creek and
Smith's Neck Road.
Jamie Oliver, Transportation Planner, advised that the Commonwealth
Transportation Board on December 8, 2021 approved adding an additional $295M

to the Round 4 projects and the County was awarded $8.5M for Route 10
Bypass/Route 258 Main Street intersection project.
County Attorney Jones was requested by the Board to return at the Board's
organizational meeting with a draft ordinance allowing for deer/bear hunting with
rifles in the County for the Board's review. Attorney Jones was requested to obtain
feedback from the Sheriff and the Division of Hunting & Fishing and consider public
versus private land.
The Board took a recess and reconvened.
Following a presentation by Sheriff Clarke involving recruitment and retention
challenges with law enforcement, Chairman Grice remarked that the budget
process is nearing and there is also an ongoing compensation study. He
recommended that the Sheriff offer relocation and education compensation, in
addition to signing bonuses.

At 4:55 p.m., Chairman Grice declared the work session adjourned.
