CALL TO ORDER
Chairman McCarty called the work session of the Board of Supervisors to order at
3:00 p.m.
APPROVAL OF AGENDA
Supervisor Jefferson moved that the agenda be adopted as presented. The
motion was adopted unanimously (5-0) with Supervisors Acree, Rosie, Grice,
Jefferson and McCarty voting in favor of the motion and no Supervisors voting
against the motion.
INVOCATION
Ms. Gwendolyn Sykes delivered the invocation and led the pledge of allegiance to
the American flag of the United States of America.
COUNTY ADMINISTRATOR'S REPORT
Brian Camden, Alpha Corporation, presented the evaluation of Westside
Elementary School and explained the scope of services, the RRMM study focusing
on building components, cost estimates, building systems and building envelope
improvements. Mr. Camden advised that the County will be better served if he is
authorized to research and compile judgements of other school construction

professionals and school divisions who are now and have been consistently
engaged in the school construction market. He advised a new facility in the 2020-
21 market is estimated to cost approximately $325 per square foot for construction
and does not include design work, furniture, fixtures or equipment costs. He
advised that Westside Elementary School is operating efficiently with no negative
structural, mechanical, electrical, security or safety issues. He further advised that
there is enough room on the existing site to demolish the old school and build a
new facility and that the existing school is also a good candidate for
renovation/addition.
It was the consensus of the Board to review the information received and meet
again jointly with the School Board in January 2020.
The School Board meeting was closed, and the Board continued with its work
session.
Chris Morello, Director of Economic Development, provided a recap of the
acquisition history of Phase III of the Shirley T. Holland Intermodal Park and
introduced Carl Merteck with Kimley Horn & Associates, who recalled that when
the property was acquired by the County, there were delineations of wetlands
confirmed by the Corps of Engineers. He advised that in 2012 the Federal
Government changed how certain plants fell in the spectrum of wetland plants to
upland plants. Further, there was a revision to the way in which wetlands are
delineated in the Wetlands Manual. Continuing, he stated that the Board was last
presented an estimation of areas believed to be wetlands and uplands with other
areas in which additional data needed to be collected to determine whether they
were wetland or upland. He concluded his presentation revealing the findings from
detailed investigations which were conducted. It was noted that approximately 75
acres of land are developable.
County Administrator Keaton commented that if land thought to be developable
previously could be used as originally intended, it could be used as a mitigation
credit which could benefit the County's project or other projects that the County is
a part of such as with the Southeastern Public Service Authority.
The staff update of transportation projects was postponed until a future work
session.
