CALL TO ORDER
Chairman McCarty called the work session to order at 6:00 p.m.
APPROVAL OF AGENDA AMENDMENTS
Supervisor Jefferson moved that the agenda be approved as presented. The
motion was adopted by a vote of (5-0) with Supervisors Acree, Grice, Rosie,
Jefferson and McCarty voting in favor of the motion and Supervisors voting
against the motion.
INVOCATION
Assistant County Administrator Robertson delivered the invocation and led the
Pledge of Allegiance to the American Flag.
COUNTY ADMINISTRATOR'S REPORT
Gerald H. Gwaltney, Commissioner of the Revenue, provided an overview of the
2019 general reassessment involving a change in real estate for 2015-19 which
revealed was a 1% increase in multi -family properties; commercial properties
increased 2%; and, residential properties increased 5%. He explained the appeals
process and advised that 451 appeals had been requested in 2019.
County Administrator Keaton provided highlights of the proposed FY2019-20
Operating and Capital Budgets, beginning with increases and decreases in
revenue; pass -through revenue; reassessment proceeds; and, total revenue. In
the area of expenses, County Administrator Keaton advised there is a $4.1 million

increase in the overall budget comprised of an increase to the Schools of
$1,048,000; $498,000 increase in tax relief for the elderly and veterans; $215,000
increase in fire and rescue response; $213,000 increase in Parks & Recreation;
$138,000 increase for Social Services; $126,000 increase in jail budget; $129,000
increase in solid waste; $102,000 increase for E911; $100,000 increase for IT; 8
new full-time positions and two part-time positions; a 2% COLA for all employees;
and a $60,000 increase in the County's portion of health insurance. He advised
not funded were five School Resource Officers; $932,941 of the School's request;
one position in Inspections; one position in Parks and Recreation; and, three
positions in Public Utilities.
David Smith, Director of Parks & Recreation, reviewed the recommendations of
the Blackwater Task Force and advised that the Board would receive a formal
presentation of the Task Force at the Board's May 9, 2019 work session.
Assistant County Administrator Robertson provided an overview of the projects
contained in the FY2020-29 Capital Improvements Plan.
Supervisor Acree requested that funding be reimbursed to the Windsor Volunteer
Rescue Squad in this year's CIP.
Supervisor Grice recommended a third -party engineering report be solicited for
the Georgia D. Tyler project before proceeding with the funding of a new
/remodeled Hardy Elementary School and Westside Elementary School.
Supervisor Rosie recommended that the Board establish its priorities for the
citizens and the community, as well as what needs to be offered in terms of safety
and education.
Noting the necessity to borrow funds if the Board moves forward with large
projects in FY20-21, Chairman McCarty recommended that the Board be provided
with a report on when referendums can be placed on the ballot.

Supervisor Acree recommended the establishment of a task force to educate the
community and identify programs and services that are available to adults with
special needs in the community.
Chairman McCarty recommended that August 21' be declared as Senior Citizens
Day, as originally declared by President Ronald Reagan.
