BOARD ROOM OF THE ISLE OF WIGHT COUNTY COURTHOUSE ON MONDAY, THE TENTH DAY OF SEPTEMBER IN THE YEAR TWO THOUSAND AND EIGHTEEN PRESENT: Rudolph Jefferson, Chairman, Hardy District William M. Storm, Clerk CALL TO ORDER Chairman Jefferson called the special Board of Supervisors' meeting to order at 6:00 p.m. for the purpose of discussing preparation for Hurricane Florence and the County Fair. Andrea Clontz, Deputy Emergency Management Coordinator, briefed the Board on the National Hurricane Center's projected forecast for Hurricane Florence which predicts landfall between Wilmington and Surf City, North Carolina and the storm's path to head west towards Raleigh, North Carolina to Roanoke, Virginia or the Outer Banks. It was advised that the Governor of Virginia is considering evacuation of Zones A and B due to the probabilities associated with tropical and hurricane force winds in the Hampton Roads area. County guidelines for emergency and law enforcement personnel were discussed. Plans and supplies for five to seven days were noted as critical in a hurricane event. Areas prone to flooding were identified and it was noted that as new areas of flooding are identified, they are included in a gridded map utilized by staff to identify areas of concern to first responders. The potential for flooding along Route 460 was discussed with respect to its use as an evacuation route and the Board was advised that VDOT has taken measures to mitigate the flooding issues associated with that route, as evidenced by it remaining open for vehicular passage during recent heavy rains. Ms. Clontz was requested to see if signs advising of high water ahead could be made available to the volunteer fire departments for use during inclement weather. The pet policy in shelters was discussed with regards to the acceptance of pets only for those individuals staying in a shelter. The subject of staffing at the shelters was discussed and it was noted that it typically takes 15 individuals to staff a shelter for a 24-hour period and that following a 72-hour activation, the Red Cross takes over sheltering efforts. The Board was apprised that although no prearrangements exist, Smithfield Foods had supplied meat during a previous hurricane. In an effort to manage rumors, periodic updates will be provided by the Tourism office and the Assistant County Administrator. Danny Byrum, Fair Coordinator, identified impacts associated with Hurricane Florence and, due to the weather forecast for Wednesday, recommended that the Seafood Festival still be held. He relayed the desire of 4-H participants to do their show regardless of the date should the Fair be cancelled. The following factors were discussed and considered related to the possibility of cancelling the Fair: The Governor ordered evacuation; safety for all involved; the potential for flooded roadways; evacuation of other area; the impact on the Sheriff's Department and EMS personnel who will be on 12-hour shifts; the Sheriff's Department could not provide public safety in the event devastation occurred and roads are closed; the 251h year anniversary of the Fair; tidal flooding in portions of the County; and, evacuees will be traveling through the County. Supervisor Grice moved that the Board ratify the declaration by County Administrator Keaton of a state of emergency for the County. A resolution dated this evening's date is to be developed and included in the Consent Agenda for official adoption by the Board. The motion was adopted unanimously (4-0) with Supervisor Acree absent from the meeting.
