The special meeting was called to order at 6:00 p.m. to discuss matters coming
forth from the County's Water and Sewer Task Force; to receive an update on
Route 460; and, to discuss the Town of Smithfield's vision for the ballpark in
Smithfield.
Following a presentation by Don Jennings, Director of Utility Services, relative to
background information and history of the Isle of Wight Stormwater Task Force,
the following recommendations of the Task Force were relayed:
1. that a consultant be identified which is mutually acceptable to each locality,
and that each locality contribute to the formal asset evaluation;
2. that each locality identify needs that are being met individually that could
be undertaken by entering into a shared services agreement;

3. that collectively a transition schedule be developed for a single source
supply which has minimal negative impacts on each locality's revenue
streams, determining both short and long term improvements and
implications; and,
4. that Isle of Wight develop a process for a comprehensive review of the
Western Tidewater Water Authority contract and all utility contracts
affecting and between localities in general.
Supervisor Grice commented on the reduced number of permits being issued for
groundwater and highly recommended that the County and Town begin to work
now as a team to secure future permits.
Michael Stallings, Windsor Town Manager, agreed that laying the groundwork to
secure water for residents in the future is critical so that when that time arrives,
we are ready to proceed.
Andrew Gregory, Town of Smithfield, commented that the Town is aware of
withdrawal permit issues, but that the purchase of County water was originally
based on what the Town thought might happen in the future. He agreed now is a
good opportunity for the Town and County to work not just on water, but land
use issues, such as a boundary line adjustment, shared services and contracts. He
stated that the Town is ready to discuss all those things and continue to dialogue
with one another.
Amy Ring, Director of Planning & Zoning, provided an update on the development
of revisions to the County's Comprehensive Plan, noting that the first phase is
close to completion. The background and purpose of the revisions to the Plan
were reviewed.
The importance of public input was noted and staff was recognized for its
participation in community forums intended to engage citizens. It was noted that
education was listed as the highest priority in the first round of surveys received
by staff.
It was recommended that additional social media needs to be incorporated when
seeking comments.
Vicky Hulick, School Board member, commented on the importance of students'
opinions being taken into consideration and recommended that the survey be
offered online to them during the school year.
Mayor Rita Richardson, Town of Windsor, acknowledged that a successful school
system is important to potential residents looking for a home in the County. She
provided an update on the Route 460 project noting that the Commonwealth
Transportation Board has determined that the project is too expensive to build
with the northern bypass. She advised that additional traffic studies are being
conducted now.

A PowerPoint presentation on the update to the E-911 communications system
being shared between the County, the City of Suffolk, James City, York and
Gloucester counties was provided.
At 8:15 p.m., Chairman Alphin declared the special meeting adjourned.
