Chairman Bradshaw called the joint meeting to order at 6:00 p.m. in the
Robert C. Claud, Sr. Board Room for the purpose of discussing the County's
fiscal position and budgetary constraints with the School Board.
Supervisor Wright delivered the invocation.
The Pledge of Allegiance was conducted.
Gerald H. Gwaltney, Commissioner of the Revenue, provided an
overview of the unemployment rate, which is rising; foreclosures, which
continue to increase; new housing starts, which are declining; and, revenue
streams, which are diminishing.
Dahlis Atkins, Deputy Treasurer, provided an overview of tax levies
and collection methods.

Rachel Yates, Finance Director, Isle of Wight County Public Schools,
provided an overview of the FY2010 budget; the FY2011 budget; and, what
is known to date about the FY2012 budget. She advised that the School's are
anticipating a 20% increase in FY2011 in health insurance rates and VRS
rates will be increasing by 14 %. She stated that the Schools are anticipating
losing, at a minimum, ten (10) teaching positions in FY2012 due to the
ARRA State Fiscal Stabilization and ARRA Basic Aid Funds being
dissolved.

County Administrator Caskey made reference to a statewide survey
summation contained in the agenda and prepared by VML and VACo
surveying local governments and their funding abilities for the next several
years. He further made reference to an article entitled "Understanding Local
Government Finances," which identifies what local governments depend
upon with respect to their budgets. He advised that the bond refinancing has
resulted in a debt service savings to the County, for this fiscal year, of
approximately $400,000 and that in FY2012, the County will realize
approximately $370,000 in debt service savings. He stated that information
will be forth coming soon with respect to the upcoming Capital
Improvements Plan and its process.

Supervisor Wright moved that the Board hold another joint meeting
with the School Board on January 11, 2010 at 6:00 p.m. in the Robert C.
Claud, Sr. Board Room. The motion was adopted by a vote of (5 -0) with
Supervisors Bradshaw, Casteen, Clark, Hall and Wright voting in favor of the
motion and no Supervisors voting against the motion.
At 7:15 p.m., Supervisor Hall moved that the Board adjourn its joint
meeting with the School Board. The motion was adopted by a vote of (5 -0)
with Supervisors Bradshaw, Clark, Casteen, Hall and Wright voting in favor
of the motion and no Supervisors voting against the motion.
