The meeting was called to order at 2:30 p.m. in the County
Administrator's Conference Room located in the Administration Building
located at 17090 Monument Circle, Isle of Wight County, for the purpose of
conducting a quarterly meeting with VDOT officials.

Concerning the issue of the Route 460 drainage in Zuni, MacFarland
Neblett, VDOT Residency Administrator, advised that a farmer had installed
a 15" pipe on the VDOT drainage easement that is not conducive to alleviate
the drainage for Route 460, but that the final design and recommendation was
to have the County coordinate with the farmer that has the 15" pipe removed
and install an additional 48" pipe adjacent to the existing culverts under
Route 460. VDOT indicated that this is the only solution short of raising the
grade of the road significantly that would solve the flooding of Route 460 in
a major storm event, such as a storm event greater than a 100 -year storm.
Concerning the issue of Route 10 Owens Estates, Mr. Neblett advised
that the drainage problem is to be addressed within the next thirty (30) days.
Concerning the issue of the Route 58 bridge reconstruction project, Mr.
Neblett advised that information will be forthcoming in the near future
responsive to the County's concern that potential flood waters would be
retained in the County due to the elevation of the proposed roadway and its
difference from the height of existing grade.

Regarding Yellow Rock Lane, Mr. Neblett advised that a T -type turn
around is required before Yellow Rock Lane can be taken into the State's
system. Ms. Mazur advised that following completion of the survey next
week, staff will forward same to VDOT. Mr. Neblett offered to contact
Dominion Virginia Power and request removal of the pole.
Regarding Muddy Cross Road, Ms. Mazur advised of the need for a
scope meeting and survey.
Regarding the Six -Year Improvement Program, staff was advised that
VDOT will be cutting more than the anticipated 30% and another $40 million
will be cut.
Regarding Route 460 in the Town of Windsor at the four - legged
intersection in front of the Windsor Christian Church, United States Post
Office and the Southern Foods Store, VDOT recommends closing two (2)
roads and installing a traffic signal at Roberts Avenue, although such signal
is not warranted at this time.
Ms. Mazur advised that staff will present a preliminary report with the
Town of Windsor letter asking for direction.
Regarding Piney Grove Road, Ms. Mazur advised that an appropriate
request has now been submitted to VDOT regarding the abandonment of that
roadway.
Regarding the Route 10 access break for the proposed fire station,
Supervisor Casteen requested egress /ingress out to Route 10 for emergency
vehicles.
Mr. Heuer advised that such requests must first be approved by him
prior to being submitted to the Commonwealth Transportation Board for
consideration and that normally he is not in favor of limited access breaks as
there are other options available, such as adjustment of the existing signal
light to allow fire and rescue vehicles to move through or a separate lane for
public safety vehicles. He suggested that County Administrator Caskey send
him and the Town of Smithfield a request which notes that the access is
intended for use by fire and rescue vehicles only.
