County Administrator Caskey provided a brief overview of the
objectives for the Board Retreat.

Jonathan W. Hartley, .Director of Planning and Zoning, presented an
update on the progress made to date on the County's Zoning Ordinance, as
well as issues relative to site plan review procedures,
//
County Administrator Caskey summarized-the progress made to date
relative to the. County's Strategic Plan of Action. and its accompanying
Action Steps.

County Attorney Stroman requested a closed session pursuant to Code
of .Virginia Section 2.2-3711.A.7 of the. Freedom of Information Act

concerning consultation of counsel regarding legal matters .involving.
probable litigation.
Supervisor Bradshaw moved the Board enter closed session for the
reason stated.. The motion was adopted by a vote of (4-0) with Supervisors
MacManus, Bradshaw, Clark and Claud voting in favor of the motion, and
no Supervisors voting against the motion.
Upon returning to open session, Supervisor Clark moved the Board
adopt the following resolution: ~ .
CERTIFICATION OF CLOSED MEETING
WHEREAS, the Board of Supervisors has convened a closed meeting on
this date pursuant to an affirmative recorded vote and in accordance-with the
provisions of the Virginia Freedom of Information Act; and,.
WHEREAS, .Section 2.2-3712.D of the Code of Virginia requires a
certification by this Board of Supervisors that. such closed meeting was.
conducted inconformity with Virginia law;
NOW,.-THEREFORE, BE TT RESOLVED that the Board of Supervisors
hereby certifies that, to the best of each member's knowledge, (i) only public
business matters lawfully exempted from open meeting requirements by
Virginia law were discussed in the closed meeting to which this .certification
.resolution applies, and {ii) only such public business matters as were identified
in the motion convening the closed meeting were heard, discussed or
considered by the Board of Supervisors.

ABSENT DURING VOTE: 0

The motion was adopted by a vote of (4-0) with Supervisors MacManus,
Bradshaw, Clark and Claud voting in favor of the motion, and no Supervisors
voting against the motion.

Chairman Claud advised .that he had been. contacted by Betty Pulley of
the Events Committee inquiring if it was agreeable to schedule the annual
wreath-hanging event for December 5, 2002 at 5:00 p.m.

Supervisor Bradshaw moved the Boazd continue its meeting until 8;30
a.m. on November 16, 2002.. The motion was unanimously (4-0) adopted.
