12-17-1998 Continued Meeting 80QN 10 ri:r'256 CONTINUED MEETING OF THE ISLE OF WIGHT COUNTY .BOARD OF SUPERVISORS HELD THE SEVENTEENTH DAB OF DECEMBER IN THE YEAR NINETEEN HUNDRED NINETY EIGHT PRESENT: Robert C. Bradby, Board of Supervisors Member Also Attending: George Alvin Bradby, School Board Member Dr. Richard Peerey, School Board Member Herbert W. DeGroft, School Board Member James B. Brown, Jr., School Board Member Pamela J. Edwards, School Board Member H. Woodrow Crook, Jr., County Attorney W. Douglas Caskey, County Administrator Dr. Jane T. York, School Superintendent Donald T. Robertson, Assistant to the .County Administrator/Director of Human Resources Carey H. Mills, Recording Secretary Chairman Claud called the continued meeting to order at 4:30 p.m. for the purpose of conducting a joint work session with the School Board. Jane T. York, School Superintendent, notified the Board of Supervisors that the School Board is anticipating salary increases for its employees, as well as the addition of eight (8) new teachers in the upcoming Operating Budget. Dr. York noted the following four (4) items could have an impact on instruction: (1) reducing the pupil teacher ratio in grades 4 and 5, (2) incentive pay by school whereby employees at the school receives. incentive pay for meeting student performance on SOL objectives, (3) year- round schooling on a pilot basis to begin at the Carrsville Elementary School, and. (4) adding teaching assistants. Dr. York noted that while the cost for implementing.. year-round schooling is an"ticipated to be approximately $120,000, year-round schooling is cost effective in the long run because it costs the County approximately $6,000. to educate a child for the additional year each time a child is retained. In all the models tried, children who were identified for expensive special education programs, by giving the gift of extra time, there were .not as many children identified as special education and, therefor, the cost of educating these children goes down. Dr. York noted the County could probably make a strong case for using the remediation funds received from the State for year-round schooling for some of the .inner-sessions. Dr. York stated even. though it will cost the County, in the long run it may be one of the most cost effective things the County can do to have an impact on instruction. d 1 1 1 1 1 eo~K 18•af'2~? Supervisor Spady acknowledged the efforts of the School Board to look at different options because of the amount of money the County is currently spending on education. He noted he was happy the School Board is seeking different ideas. Supervisor Cofer requested Dr. York investigate .and advise the Board how much a 1 % salary increase would cost the County. Regarding the Capital Budget, School .Board member, Dr. Peerey, noted. if the School .Board signs a contract based on using funds not already in the bank, there needs to be a strong commitment on the part of the Board of Supervisors to fund the Windsor Middle School project. The Boards discussed the timing of the proposed new Windsor Middle School and noted the County bond issue need not go on the market .until the. year 2000. // Chairman Claud thanked the School Board for meeting with the Board. // Supervisor Bradshaw moved the Board adjourn its meeting.
