MEETING OF THE ISLE OF WIGHT COUNTY BOARD OF SUPERVISORS

Chairman Bradby called the meeting to order between`the State elected
representatives for Isle of Wight County, the .Virginia Department of
Transportation, the Commonwealth Transportation Board and the Board of
Supervisors at 4:30 p.m.

Jonathan W. Hartley, Director of Planning and Zoning, presented a
summary of transportation issues and concerns which exist in the County.
Referencing a list prepared by himself which summarized the County's overriding
concerns, Mr. Hartley inquired how residents can be provided better service and
what legislative. and organizational changes should be considered in an effort to
accomplish this.
Supervisor Bradshaw noted concerns with decreased annual funding. He
further noted routine maintenance is not being performed and that VDOT
.equipment and manpower is limited.
Supervisor Spady noted a concern that the Suffolk District is not receiving
its fair share of State funding.
Supervisor Claud noted the paving of only portions of dirt roads which are

heavily. traveled would perhaps solve a great deal of the problems that citizens
are complaining about to the individual Board members.
Regarding pave-in-place, it was recommended that VDOT meet with
County officials to determine what roads in the County would fit within the
eighteen (18) foot hard surface, two (2) foot shoulder standard: The relocation
of curves in these roads could. be discussed with County staff to determine where
the County anticipates the least amount of growth.
Supervisor Bradshaw commented he felt VDOT is inflexible and does not
respond to citizens... VDOT's process regarding organization and policies ~ is
ridiculous, stated Supervisor Bradshaw.
Supervisor Spady noted the County has been attempting to have the speed
limit reduced along the Route 10 Bypass beside the Smithfield Shopping Plaza
for several years and was only recently notified that it will. be reduced after much
.effort on the part of staff. Supervisor Spady noted the speed limit has been
reduced in other locations throughout the .State, such as Route 460 through
Concord, which is reduced to 45 mph for approximately 1,500 feet.
Supervisor Claud stated there is a perception conveyed to the public that
when the County can not get ditches cleaned and does not respond to repeated
requests for speed reductions that the County is not responsive. He requested
VDOT to be more responsive to requests by staff. `
Supervisor Bradshaw noted there. was not a turn lane installed for the fire
department or the convenience center going east at the bottom of the bridge on
.Business Route 58 when it was paved last year, however, the west side of
Carrsville has turn lanes for six residential houses.
Chairman Bradby noted the Board has been requested to have the center
line painted on Mill Swamp Road and such request was denied by VDOT,
however, Bows and Arrows Road was centerlined recently.
MacFarland Neblett, Resident Engineer, VDOT, .noted that. Bows and
Arrows Road is at least 18 feet wide, as required by VDOT for centerstripping.
Chairman Bradby asked if ditching work could be performed along
Emmanuel Road near the cemetery. He further noted a large hole along the
shoulder of Raynor Road. In addition, he made, a request for ditch work to direct
the water to the creek at the Sunry and Isle of Wight County line.
Supervisor Bradshaw noted a drainageproblem at Camptown which floods'
the yards of senior citizens.
Supervisor Spady stated Regal to Warsaw has. been four laved over a
period of twenty years which does not even carry 1,100 cars a day. Further,

West Point to Route 17 has been four laved which does not have the amount of
traffic that is on Route 258. How did these .roads get four laved with less traffic
than on Route 258, questioned Supervisor Spady.
Senator Holland asked the VDOT officials if they felt service to the citizens
has been affected by the 1,108 employees who left VDOT.
It was noted that anytime an organization loses a .large. number of
employees it must impact an organization, however, VDOT has recovered from
this loss of talent although it has resulted in a heavier work load on the remaining
employees. VDOT feels it has the ability through the use of consultants and
contractors to provide the service sought by the County. The fact that the County
feels otherwise needs to be examined and VDOT will attempt to find ways to
address the. County's concerns.
Supervisor Bradshaw asked Mr. Neblett to investigate why VDOT cut a
trench in a yard in Carrsville when there was not a problem with water flooding `
along the roadway.
Supervisor Spady noted the causeway leading up to the Rescue Bridge has
been settling for many years which causes water to cover the causeway by six to
eight inches every time the County experiences a "noreaster". He recommended
that VDOT lay six to eight inches. of blacktop to alleviate this .problem.
Mr. Neblett stated VDOT location design .personnel will be taking some
elevations to determine how much the causeway has settled and VDOT will look
at including this with the bridge project itself.
Supervisor Spady noted the overpass at Cypress Creek (Route 10 Bypass)
contains a large concrete.divider which he feels is a dangerous situation and he
would request VDOT review this from a safety standpoint.
Delegate Barlow requested the Board relay any concerns regarding pave-
in-place as any changes needed to this legislation will be considered during the
upcoming. General Assembly session.

At 5:50 p.m., Supervisor Bradshaw moved the Boazd adjourn The motion
was adopted unanimously (5-0).
