CONTINUED. MEETING OF THE ISLE OF WIGHT COUNTY BOARD OF
SUPERVISORS HELD THE TWENTY-NINTH DAY OF APRIL IN THE
YEAR NINETEEN HUNDRED NINETY FOUR

Chairman Spady called the meeting- to order at 12:00 p.m.

Chairman Spady called for agenda Item 2: School Board Budget
County Administrator Standish recommended the Board adopt the
FY1994-95 School Board budget in the amount of $26,474,572, which is
$50,000 less than requested, but more than originally recommended to the
Board. Mr. Standish referred to a summary sheet distributed to the Board
earlier identifying funding sources in the amount of $222,000 in the current
FY1993-94 budget and an additional $52,129 in revenues for FY1994-95.
Supervisor Bradshaw moved the Board adopt the School Board budget
in the amount of $26,474,572 as recommended by the County Administrator.
The motion passed (4-0) unanimously.

Chairman Spady presented a resolution to Anne C. Edwards upon her
retirement from the County. Supervisor Cofer moved the Board adopt the
resolution as follows:
RESOLUTION RECOGNIZING CONTRIBUTIONS OF
ANNE C. EDWARDS
WHEREAS, Anne C. Edwards has served citizens of the County of
Isle of Wight as a dedicated volunteer and employee for over 25 years; and,
WHEREAS, Mrs. Edwards has been a tremendous asset as the
County's Receptionist/Switchboard Operator at the Courthouse Complex
for more than 15 years; and,
WHEREAS, Mrs. Edwards has been the first point of contact for
countless numbers of individuals visiting the Courthouse Complex or
calling the various County offices to transact business; and,

WHEREAS, the pleasant manner in which Mrs. Edwards has greeted
each individual. has left a positive and lasting first impression on them; and,
WHEREAS, the contributions of Mrs. Edwards to the staff and
citizens of Isle of Wight County have been exemplary..
NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED that
t1~e Board of Supervisors of the County of Isle of Wight expresses its
heartfelt appreciation for the many years of dedicated service rendered by
Mrs. Anne C. Edwards as a volunteer and as the Receptionist/ Switchboard
Operator for the Courthouse Complex.
The motion was adopted unanimously (4-0).

Chairman Spady called for agenda Item 3: County Budget
County Administrator Standish recommended the Board direct him
to return to the May 19, 1994 meeting with further recommendations on the
FY1994-95 County budgets with no tax increases.
Supervisor Cofer moved the Board direct the County Administrator
to return to .the May 19, 1994 meeting with recommendations on the
FY1994-95 County budget to indude no tax increases. The motion was
adopted unanimously (4-0).

Chairman Spady called for agenda Item 4: Rushmere Volunteer Fire
Department
:County Administrator Standish recommended the Board authorize
execution' of the construction contract with J. R. Wills for the Rushmere
Volunteer Fire Department, subject to the County Attorney's review and
recommendation of same.
County Attorney Crook stated he .has reviewed the contract and
returned it to the County Administrator`s office with his suggested changes.
Supervisor Cofer moved the Board authorize the acceptance of the
contract with J. R. Wills subject to the changes recommended by the County
Attorney. The motion was adopted unanimously (4-0).

Chairman Spady called for agenda Item 5: SPSA
County Administrator Standish recommended proceeding with
convenience centers in Carrollton and Windsor. as soon as possible and
requested the Board. authorize him to proceed with SPSA regarding low-
cost financing.
