05-02-1991 Continued Meeting~o~K 14 ~~~~-~(~~~ CONTINUED MEETING DF THE ISLE OF WIGHT COUNTY BOARD OF SUPERVISORS HELD THE SECOND DAY OF MAY IN THE YEAR NINETEEN HUNDRED NINETY ONE. 1 PRESENT: Henry H. Bradby, Chairman .Joel C. Bradshaw, Jr., Vice Chairman Steven W. Edwards Thomas L. Ross Richard L. Turner Also Attending: H. Woodrow Crook, Jr., County Attorney Myles E. Standish, County Administrator. W. Douglas Caskey, Assistant County Administrator/Community Development Carey H. Mills, Assistant Clerk Chairman Bradby_called the meeting back to order at 5:30 P.M. // Dr. Morlino presented a brief overview- on the proposed enrollment projections and actions taken to present by the School Board. // George Naasis and Jack Hastings of Shriver and Holland gave a presentation on the two proposed schools indicating the various locations of the classrooms, library, gymnasium, administrative, service and custodial areas, etc. Mr. Naasis indicated that the construction cost would be approximately $10.9 million for the high school and $8.4 million for the elementary school which does not include the cost of the building sites.. 1 I/ Dr. Morgan, Chairman of the School Board, read the following resolution to the Board of Supervisors requesting the appropriation of funds for the acquisition of property and construction of an elementary school in the Carrollton community and a high school in the Windsor community: RESOLUTION WHEREAS, the School Board of Isle of Wight County has determined through extensive study and the gathering of data the need for additional school construction to alleviate the overcrowding of the present schools, and WHEREAS, the School Board of Isle of Wight County has held public hearings to gather comments and opinions from the citizens of Isle of Wight County, and WHEREAS, the School Board of Isle of Wight County has advertised, interviewed, and selected an Architect to design the needed schools, and WHEREAS, the Architects and Administration of the Isle of Wight County Schools have met on many occasions with instructional supervisors, school administrators and staff, and representatives of the community to determine the educational programs and needs of the schools. J THEREFORE, .NOW BE IT RESOLVED, that the School Board of Isle of Wight County authorizes and hereby directs the Superintendent to request that the Isle of Wight County Board of Supervisors appropriate funds for the acquisition of property and construction of an elementary school in the Carrollton community,. and a high school in the Windsor community to be constructed simultaneously with construction to begin in the Fall of 1991. 1 w i ao~K 14 ;~~~~_1(~ ~~ Chairman Bradby moved the Board allow comments by citizens. The motion passed unanimously (5-0). Madeline Folkes expressed concern with the limited parking spaces at the schools relative to non-school functions and asked whether the land had been purchased. Mr. Naasis stated there would be approximately 125 parking spaces at the school and in an overflow of capacity the athletic fields could be utilized and the adjacent access roads. Herb DeGroft asked about the energy costs in the schools. Mr. Naasis stated Shriver and Holland 'was proposing a low operating cost chiller and boiler through a unit ventilator system. R. L. Walker., W. L. Williams, Thomas Fenderson, Becky Gwaltney, Otellia Jackson and David Hardy urged the Board to have a comprehensive study completed before committing funds to school construction. Hugh Gwaltney urged the Board to approve funds for one school now and in the .future plan to build another school. Robert.Leber, Pat Sarver and John Roslin urged the Board to consider full .funding for the proposed two schools proposal of the School Board. Bobby Bowser stated the County needed schools which would serve the entire County and not just two particular areas. David Olsen stated he was not in favor of a consolidated school, however, he could not support the proposed two schools because of the locations. Mr. Olsen further stated he was concerned with the lack of information made available by the School Board to the public. Jesse D. Williams expressed concern with the County condemning (his.) land for a new school. Grace Keen stated. County citizens supported full funding of public education, however, their concern is with their escalating tax bills .and requested the Board to take the necessary steps to bring about a referendum on the two schools proposal.. Chairman Bradby called for comments by the Board. Supervisor Bradshaw suggested the Board of Supervisors and the School Board meet again to discuss the matter further since so much time .had been taken. up with public comment at this meeting. Supervisor Turner supported the idea and suggested citizens could speak through their supervisors on specific points of interest. Chairman. Bradby stated he was in support of having a comprehensive study completed. Supervisor Bradshaw moved the Board meet again with the School Board on June 6, 1991 at 7:00 P.M. to further discuss school construction activity without public comment.
