leave (vacation) shall be accrued on an unlimited basis.
Employee shall be paid in full for any accrued unused
vacation which he may have upon termination of employment
with the County.
X. Termination
It is mutually understood that the County Board of
Supervisors may at any time terminate the employment of
said Employee even though the Employee is willing and
able to perform the duties of County Administrator. In
such event, it is mutually understood that the County
shall pay the Employee a lump sum cash payment as
serverance pay equal to two months aggregate salary, in
addition to other such compensation herein specified.
In the event the Employee is terminated because of his
conviction of any illegal act involving personal gain
to him, it is mutually understood :the County shall have
no obligation to pay such a severance amount.
The above Memorandum of Understanding sets forth the conditions
of employment of Myles E. Standish as the County Administrator
of Isle of Wight County, Virignia and it is witnessed by the
following signatures:

Supervisor Ross moved the Board approve the revised pay classification
for the County employees consisting of a 5~ increase for 1987-88. The
motion carried unanimously.

Supervisor Bradshaw stated the Board members would like to have a dis-
cussion with the Blue Cross/Blue Shield representative regarding the new
hopsitalization insurance.

Supervisor Turner. moved the Board direct Planning Director Lewis to
review .all utility systems made by the Isle of Wight County Public Service
Authority prior to approval by the County and instruct Planning Director
Lewis to attend the Public Service Authority meetings. The vote in favor
was unanimous.

At 11:15 P.M. Supervisor Ross moved the meeting be continued until 7:30
P.M. July 23, 1987 at the Windsor Town Hall. The motion carried unanimously.

The meeting was called to order at 7:35 P.M. by C. Fred Bailey who
.stated this would be a joint meeting between the Windsor Town Council and
the Board of Supervisors to explain the. proposed water and sewer plans for
the Town of Windsor and some areas of the county.
The following Town Council members were present: M. H. Robinson, Mayor;
Mary Lee Willis, .Thomas Alphin, Robert. C. Claud, Mabry Scott, Francis Joyner,
L. L. Spivey and Rodham T. Delk, Jr., Town Attorney and R. Kenneth Weeks,
Engineer.
The .following Public Service Authority members were present: John F.
Wynne, John A. Spivey and Richard L. Turner who is the Board of Supervisors
member on the Authority.

Supervisor Bailey stated the central sewage system would serve about
400 Windsor residents and a proposed industrial development park northwest
of the Town limits. Supervisor Bailey continuud saying the proposed plans
will double the Town's water storage capacity to 300,.OOD gallons. Supervisor
Bailey stated the .utilities will be owned and maintained by the Isle of
Wight County

Public Service Authority and requested the Authority to appoint
during its meeting on Monday, July 27, 1987, to work .with the
sor. Supervisor Bailey continued stating the Public Service
in a position to carry this project forward provided they .can
details with the Town and that the system could be financed with
revenue bonds from the Authority backed by the County. Windsor is at a
standstill as far as in town development and we need some industrial
development so we will have more of a tax base than we've got, said.Super-
visor Bailey. Three years ago the Health Department stopped issuing new
permits for septic systems in Windsor because 'of poor soil conditions, said
Supervisor Bailey. Supervisor Bailey continued. stating that every economic
development study of Isle of Wight County over the past 25 years has noted
the potential for industrial growth .around Windsor, which is connected to
Hampton Roads by a four lane highway system and a so a railway.
R. Kenneth Weeks, engineer from Norfolk, stated the Windsor area has
many amenities. Mr. Weeks continued stating money is the sticky point and
with a budget this year of only about $120,000, Windsor is relying on the
County for financing. Initial hookups to the sewerage system would. provide
only $400,000 of the .needed. funds if the Town requires mandatory hookups at
a rate of $1,500 per user, said Mr. Weeks. Mr. Weeks continued stating
chances are poor of obtaining a grant to finance the system.. .The-system
would not pay for itself unless each customer was charged $80.00 per month
to pay annual operating costs of $67,000 and to finance the debt service
on a low interest rate. County financing will probably be the only option,
said Mr. Weeks.
Supervisor Bradshaw stated sewerage is definitely needed, but we're
going to have to go somewhere to borrow this money.

Supervisor Turner suggested the Town and County consider scaling the
project down to .serve the industrial development site northwest of the
Town with the Town residents continuing to rely on septic .systems.
Discussion continued noting that the-Board and Planning Commission,
at a joint July 30th meeting, will review and discuss the draft results
of a study that encompasses utiltyneeds for, the entire County. The
preliminary reports on the study, prepared by William C. Overman Associates
of Virginia Beach, also indicate a need for public utilities in the
Carrollton area, the fastes growing pocket of the County noted Mr. Turner.
The separate Windsor study was completed in April and a draft permit
to discharge sewage from the proposed system into Antioch Swamp has a ready
been issued by the State Water Control Board, said Supervisor Bailey.
Supervisor Bailey continued stating the sewage treatment plant would be
located less than two miles northwest of the Town limits and south of U. S.
460 and the Norfolk and Western Railroad.

The plant will have a capacity to treat 400,000 gallons of sewage a
day and permit approvals and construction would take two and one half
years, said Mr. Weeks. Mr. Weeks continued saying expansion of the system
at a later date would cost $681,000 which could be financed through con-
nection fees. Mr. Weeks further stated the sewerage system could serve
80~ of a population of 4,150 projected by the year 2002 in a 39 square
miles area. of Windsor.

At 8:40 P.M. Supervisor Ross moved the Board continue their meeting
until 8:00 P.M. July 30, 1987. The vote in favor was unanimous.
