Page 273 Per recommendation of County Attorney Crook and An motion of Supervisor Rass, the Board voted unanimously to approve the March 19, 19$7 Board of Supervisors minutes. ~/ County Attorney Crook requested an Executive Session to discuss with staff members negotiations of intergovernmental agreements. Supervisor Turner moved the Board go into Executive Session to discuss with legal counsel and staff members negotiations of intergovernmental agreements. The vote in favor was unanimous. The Board went into Executive Session at 9:45 P.M. and returned to open session at 10:05 P.M. // On motion of Supervisor Ross, the Board voted unanimously to continue the Board of Supervisors meeting until April 23, 1987-at 7:00 P.M, enry H, radby, Chairman W. Betty Scott, Secretary Chairman Bradby called the meeting to order at 7:05 P.M, The invocation was delivered by Supervisor Bailey. // Chairman Bradby reported as a member of the Finance Committee and stated he thought he had reached a consensus with Supervisor Bailey, also a member of the Finance Committee, However, Supervisor Bailey said he wanted more informat- ion about the proposed cost. of medial insurance in the budget before he could vote on it, Chairman Bradby further reported the Finance Committee met with Dr. V. J. Morlino, Superintendent of Schools, County Attorney Crook and the County's Financial consultant_to study. and review the.. proposed. 1987-88 Isle of Wight April 23, 1987 Page 274 County School Budget. Following the meeting, a memorandum from the Finance Committee was given to the Board members with a recommendation to cut 23% of the increase in local money sought by the School Board, This would be a-3% cut in the total budget, Supervisors Ross and Turner queried Dr, Morlino regarding the salary com- parisons with other localities as to whether it was base salary to .which Dr. _Morlino replied they are .base. Dr. Morlino continued saying the comparison was gross pay dollars. During the discussion Supervisor Ross pointed out the County also paid the health insurance up to $750 per person and the Virginia Supplemental Retirement and asked Dr, Morlino if the fringe benefits were con- sidered wouldn't the teachers salaries compare favorably with other localities. Dr. Morlino stated,. "We are low on beginning salary and low on maximum salary, but if you take the tenth step.. and add the fringe benefits we compare favorably". Dr, Y~Iorlino continued saying the beginning salary is what all young people look at and we have difficulty getting new teachers outside of the State of Virginia, Supervisor Bailey expressed concern relative to merit increases. Dr, .Morlino stated the State is requiring localities increase teachers salaries 10% and that because the County is now paying teachers less than. other Tidewater areas do, a l0I raise alone would cause the County to fall further behind. The School Board has recommended 13,5% increase, which is an ..increase of $442,969 in local money.. Supervisor. Ross queried Dr. Morlino regarding the 17 additional teacher positions, Dr. Morlino replied the 1.7 additional teachers will include three elermenetary guidance counselors, three reading teachers, six for special pro- grams and the remaining five to compensate for the increasing number of school age children. Dr, Morlino also .stated that .space is a problem in some schools, Tf x`esidential development continues at its current pace, the enrollment of 3,964 projected for the next school year could double in. five to 10 years. Following discussion, Supervisor Turner suggested the Board table action on the proposed 1987-88 School Board budget until .their continued meeting on April 29, 1937 in order to have more time to study the Finance, Committee's re- commendation. County Attorney Crook reminded the Board members that the meeting on April 29th would be a joint meeting with the Public Service Authority, the Planning Commission and the water and sewer consultants on the water .and sewer study and April 23, 1987 Page 275 asked the Board if they wanted to meet early to take up the School Board budget first. Supervisor Ross moved the meeting be continued until 6;00 P.T4, on WednesT day, April 29, 1987, to take up the. School Board budget ahead of the sewer/ water study meeting at 7;00 P.M. Chairman Bradby called the meeting to ordera~ 6:04 P.M, The invocation was given by Supervisor Bailey. ~~ Chairman Bradby reported as a member of the Finance Committee that they had worked long and hard on the proposed 1987-88 School Board. budget to have one that wi11 continue to maintain quality education in Isle of Wight, County, The Chairman continued stating the Finance Committee .recommended reducing the local funds in the 1987-88 budget to $9,142,500 and a total of 1987-83 budget of $15,690,575. Supervisor Bailey, of the Finance Committee, stated this budget will have to do and future budgets will have to be studied long and-.hard to get money for the County because of possible crop shortages., We will have to live from day to day-and if the money is not there i.t just is not there.. I believe we have the best budget we can get, said Supervisor Bailey. Discussion followed and Dr, V. J. Morlino, Superintendent of Schools, asked for clarification of numbers they are dealing with to which Supervisor Turner. and County Administrator Owen explained. On motion of Supervisor Bradshaw, the Board voted unanimously to approve
