CALL TO ORDER
Chairman McCarty called the budget work session to order at 6:00 p.m.
On motion of Supervisor Jefferson, the agenda was adopted as presented. The
motion was adopted unanimously (5-0) with Supervisors McCarty, Acree, Jefferson,
Grice and Rosie voting in favor and no Supervisor voting against.
Supervisor Rosie delivered the invocation and led the Pledge of Allegiance to the
American flag.
Captain Tommy Potter, Sheriff's Department, provided an overview of the Patrol
and Courts and Civil Process divisions. He called the Board's attention to the
County Administrator's proposed budget which includes no funding for an
Investigator position, motorcycle replacement, recruitment and incentives, and
supplemental pay for education. He advised that the Investigator position, if
funded, would not require an additional vehicle.
County Administrator Keaton explained with regard to the Sheriff's Department
request for an education supplement, there is a concern that it be offered to more
than just one County department. Regarding the recruitment retention, when it
was discussed with him, the Sheriff's office at that time was fully staffed and, again,
that would be a benefit that should be offered to more than just one County

department. With regard to motor vehicles, the Sheriff's Department's motorcycle
had not blown its transmission and, with regard to the Sheriff's Department's
request for an additional Investigator position, Sheriff Clarke had indicated that a
Shelter Manager was more critical than hiring an Investigator. Concluding his
comments, County Administrator Keaton confirmed that the Sheriff's
Department's budget has increased 27.5% over the last two years.
Vice -Chairman Acree requested County Administrator Keaton to provide the Board
with the cost to add an additional Investigator and Patrol Officer position within
the Sheriff's Department.
Scott Brower, Carrollton Volunteer Fire Department, addressed the Board
regarding recruitment.
The consensus of the Board was to add $10,500 back into the Carrollton Volunteer
Fire Department budget for training.
Following a short break, Chairman McCarty announced that due to the discrepancy
between the Governor's budget and the legislators, all counties will be required in
June to make an amendment to their budgets.
Dr. Cramer, School Superintendent, advised that the School Division has received
$297,850 additional funds from the General Assembly making a deferential of
$97,000 to offset the miscalculation of $394,880 from the State.
Supervisor Grice requested that the Board be provided with a category identifying
what the items are.
Responsive to Chairman McCarty, Dr. Cramer confirmed that Instructional
Assistants were a major request from educators and, if the Board were to fund
additional positions, the additional funding provided by the Board would remain
for those positions.
Supervisor Jefferson moved that Otto Williams be recommended to the Circuit
Court Judge for a one-year term on the Equalization Board representing District 3.
The motion was adopted unanimously (5-0) with Supervisors McCarty, Acree,
Grice, Jefferson and Rosie voting in favor of the motion and no Supervisors voting
against the motion.
Supervisor Acree moved that T. Dale Scott be recommended to the Circuit Court
Judge for a one-year term on the Equalization Board representing District 3. The
motion was adopted unanimously (5-0) with Supervisors McCarty, Acree, Grice,
Jefferson and Rosie voting in favor of the motion and no Supervisors voting against
the motion.
