Jones, Jr., County Attorney, Isle of Wight County Stephanie Humphries, Chief Financial Officer, Isle of Wight County Carey Mills Storm, Clerk to the Board of Supervisors, Isle of Wight County ALSO PRESENT — ISLE OF WIGHT COUNTY SCHOOLS Dr. Theo Cramer, Superintendent, Isle of Wight County Schools Jessica Whitlow, School Board Clerk, Isle of Wight County Schools Dr. Christopher Coleman, Deputy Superintendent of Operations, Isle of Wight County Schools Susan Goetz, Deputy Superintendent of Instruction, Isle of Wight County Schools Larisa Harris, Chief Financial Officer, Isle of Wight County Schools CALL TO ORDER Chairman McCarty called the joint meeting of the Isle of Wight County Board of Supervisors and the Isle of Wight County School Board to order at 5:00 p.m. All those present were welcomed. 1 Chairman McCarty advised that State Code and the Board of Supervisors' by-laws allow for a Board of Supervisors' member to participate remotely in a meeting if a quorum is assembled and if the member has requested and notified the Chairman that he wishes to appear remotely/electronically. In that regard, he further advised that Supervisor Rosie of District 5 will be participating electronically due to a personal reason and that doing so requires no Board vote for him to participate remotely; however, he is required to state the remote location from which he is participating. Supervisor Rosie advised that he would be participating remotely from his home located at 29557 Walters Highway in Carrsville due to an illness. Supervisor Rosie thereafter joined the meeting. Chairman McCarty moved to allow Supervisor Rosie to participate in the meeting electronically. The motion was adopted unanimously (4-0) with Supervisors McCarty, Acree, Jefferson and Grice voting in favor of the motion and no Supervisor voting against the motion. County Administrator Keaton acknowledged the presence of Mr. Frickanisce, the County's Director of Parks and Recreation, who introduced the County's new Therapeutic Recreation Specialist, Jaimie Belch. Assistant County Administrator Robertson delivered the invocation and led the Pledge of Allegiance to the American flag. APPROVAL OF AGENDA On motion of Supervisor Jefferson, the agenda was approved (4-0) as presented with Supervisors McCarty, Acree, Grice and Jefferson voting in favor of the motion and no Supervisor voting against the motion. COUNTY ADMINISTRATOR'S REPORT Dr. Cramer, Superintendent of Isle of Wight County Schools, presented the School's proposed FY2024 Operating Budget noting that it is a spending plan based on revenue and required expenses; a working document that reflects the mission and goals of the Isle of Wight County school division; and, which is flexible based on unanticipated changes and priorities throughout the school year in support of the Division's vision and mission. Dr. Cramer identified the following topics for discussion: Projected Enrollment Salary Recommendations: 5% Salary Increase Operations and Maintenance Budget Requests Z Pupil transportation requests Technology requests Human resources requests CTE requests Position requests for all programs, departments and schools Per Pupil Costs and Required Local Match Growth Rate and population data from the Weldon Cooper Center Operating Budget for all funds General Fund Budget The following areas of significant need were identified: State recommended 5% raise. Technology Needs Transportation Needs Special Education Needs Career and Technical Education (CTE) Needs Instructional Aides (IAs) Needs Safety and Security Needs The following budget timeline was presented: FY24 Budget Presentation February 21" FY24 Work Session March 2nd FY24 Public Hearing March 71n FY24 School Board Meeting March 91n FY24 School Board Work Session (Tentative) March 14tn FY24 School Board Meeting — Vote on Budget March 23rd FY24 Budget Due to County March 315t Chairman McCarty noted that the bottom -line budget number of approximately $5 million equates to a $0.10 tax increase for citizens. Mr. Brinkley, Safety and Security Specialist for the Schools, spoke about the proposed school security officer positions. Mr. Andrew Sullivan, Garage Supervisor for IWCS and Mr. Kyle Blackwell, Transportation Coordinator for IWCS, addressed school bus purchases. Instructional Assistants Lunch Monitors Raises for SOQ positions and the possibility of an increase in the percentage of the raise from the VDOT. Additional Pre-K Te4acher Position Dean of Students positions School Testing Facilitators Position Vacancies Monthly cost of substitutes The Boards took a break at 6:59 pm and returned to open session at 7:17 p.m. Discussion on the following was continued: 3 Requests to have the budget prioritized. Girls on the Run Program Chairman McCarty requested school staff to prioritize the "asks" and any questions from the School Board go through the County Administer and Dr. Cramer. Discussion on the following also took place: CTE Coordinator position Operations Budget Category increase and how ESSER II and III funds were used to cover some of these costs last fiscal year. Contract for Maintenance, Custodial, HVAC, Grounds, Fire Systems will be going out to bid. Possible 5% salary increase as of July 1, 2023, possibly 7% Standards of Quality (SOQ) and how long it has been since the SOQ's have been changed. Following discussion on shared services between the County and the School Division, it was agreed that the Chairman and Vice -Chairman or designee of the Board of Supervisors and the School Board would meet and continue discussions on shared services in an effort to reduce costs.
