BOARD ROOM OF THE ISLE OF WIGHT COUNTY COURTHOUSE LOCATED AT 17090 MONUMENT CIRCLE, ISLE OF WIGHT, VIRGINIA ON THURSDAY, THE EIGHTH DAY OF DECEMBER IN THE YEAR TWO THOUSAND AND TWENTY-TWO BOARD MEMBERS PRESENT: Rudolph Jefferson, District 3, Chairman William M. McCarty, District 2, Vice -Chairman (Arrived at 4:40 p.m.) Richard L. Grice, District 1 Don G. Rosie, II, District 5 Joel C. Acree, District 4 STAFF MEMBERS PRESENT: Randy R. Keaton, County Administrator Donald T. Robertson, Assistant County Administrator Robert W. Jones, Jr., County Attorney Carey Mills Storm, Clerk CALL TO ORDER Chairman Jefferson called the work session to order at 3:00 p.m. APPROVAL OF THE AGENDA Supervisor Grice moved to amend the agenda to allow a presentation from the School Division to be the first item of business. The motion passed unanimously (4-0) with Supervisors Acree, McCarty, Rosie and Jefferson voting in favor of the motion; no Supervisor voting against the motion; and, Supervisor McCarty absent for the vote. Dr. Chris Coleman, Assistant Superintendent of Administration, Finance & Operations, School Division, distributed and reviewed a list of safety upgrades performed over the past several years reflecting that the School Division has expended $1,054,945.17 on upgrades. He advised a total of $4,278,586.16 has been spent by the School Division on security to date. Don Jennings, County Engineer, Engineering Stormwater Division, provided a follow up on the pilot grant program approved by the Board several months ago. 1 George Greer, Peninsula Trail Riders, Inc. briefed the Board on a proposed motorcycle event scheduled for June 4, 2023 at Heritage Park. His father, George Greer, Sr., spoke on advertisement of the event. It was the consensus of the Board that staff continue to work with the Greers on the event. The Board took a ten-minute break. Vice -Chairman McCarty arrived at the meeting. Upon returning to open session, Jamie Oliver, Transportation Manager, briefed the Board on a Town Hall meeting held at Carrollton Elementary School on December 5, 2022 for the purpose of discussing the Route 17 Corridor with interested citizens. She advised that provided at the meeting was an update on the STARS report; the Route 17 Arterial Preservation Plan; alternatives for the Bartlett, Sugar Hill and the Ashby-Omera intersections, as well as initiatives such as the Nike Park Extended Road, the Bartlett intersection improvements and the Route 17 crosswalks. She further advised that information responsive to citizen comments and concerns expressed at that meeting will be posted on the County's website for access and review by citizens related to recently collected traffic counts on Sugar Hill Road; the Founder's Pointe internal speed study and traffic signal analysis; links to the Route 17 Arterial Preservation Plan and the STARS study, the Smart Scale applications for Smiths Neck intersection and Sugar Hill Road. She advised that staff is requesting VDOT to review both width and length on the northbound right -turn lane at Sugar Hill Road; the speed limit along that roadway; and, are requesting viable options for safety signage approaching the Sugar Hill intersection responsive to expressed concerns from citizens.
