CALL TO ORDER
Chairman Acree called the work session of the Board of Supervisors to order at
3:00 p.m.
APPROVAL OF AGENDA/AMENDMENTS
Supervisor Grice moved that the agenda be approved. The motion carried
unanimously (3-0) with Supervisors Acree, Grice and Rosie voting in favor of the
motion and Supervisors McCarty and Jefferson absent from the meeting.
COUNTY ADMINISTRATOR'S REPORT
Vice -Chairman Grice remarked that the County's senior population is larger than
its student population. There is also an inequity in the distribution of services in
that there is less than $300,000 allocated in services for senior services and $26
million allocated to the schools annually. He stated the County does have a
Commission on Aging program which hosts five programs annually and has a
dedicated building at Parks & Recreation. He inquired 'how the Commission on
Aging program can be broadened.
Steve Zollos, Executive Director, Senior Services of Southeastern Virginia
(SSSVA), responded that services provided by SSSVA in the County includes the
I -Ride transportation and Uber Health, home health and personal care services,
health benefit services, and health and wellness counseling. Noted as important is
the need to find a better way to make seniors aware of services provided by
SSSVA which are free as they are covered under the Older Americans Act. He
advised that SSSVA networks with all area agencies in the State, some of which
are extremely rural and extremely well-run senior programs. He offered to develop
a plan that brings together all the different services available for seniors.

Vice -Chairman Grice requested a report illustrating what is being done in other
organizations and outlining what the County can do. He stated that he would like
for members of the Commission on Aging to be a part of an ad hock task force
with a targeted date and mission to report back to the Board with recommendations
with how the County's senior programs can be advanced.
Mr. Zollos offered to develop an outline, meet with key members of the
Commission on Aging and then return to the Board.
Supervisor Rosie recommended that information on the Commission on Aging be
displayed on the County's website where it can be easily seen.
Chairman Acree inquired if at some point in the future a waiver program could be
developed for the special needs population of the County.
Mr. Zollos replied that SSSVA does not promote rides except to those individuals
that are 60+ years of age, however, the County can apply for State funds if it
decides that it wants public transportation for everyone.
Vice -Chairman Grice remarked that the Board will be reviewing the County's
financial situation in January 2021 and any information received by Mr. Zollos by
October or November would be appreciated.
Following a break, the Board received a presentation from Don Jennings, Director
of Utility Services, regarding a proposed reduction in water connection fees. Mr.
Jennings presented a draft letter setting a 67% discount for customers who agree to
begin using it now and 50% for future users. He advised that there are 147
proposed customers in the Newport Development Service District that have
availability to connect but are using their own private wells.
Vice -Chairman Grice remarked that he would also like to see this expanded on
existing commercial properties along Route 10. He stated he would like to see the
following language changed in the current ordinance for people who have tapped
into the sewer, but their water was not tapped at the same time, that they be able to
purchase from the County a meter to meter their well water usage so that the
County knows what their sewer usage is.
The consensus of the Board was that 67% discount is reasonable and appropriate
for the customers who will use it now and that 50% will be for future use and that
Mr. Jennings is to prepare a final letter for the Board's August board meeting.

Donald Robertson, Assistant County Administrator, addressed the Board on the
2020 Virginia Technology Initiative Grant Program. The consensus of the Board
was to contribute $500,000 as the local match for the Program.
