BOARD OF SUPERVISORS HELD THE SECOND DAY OF JANUARY
IN THE YEAR TWO THOUSAND AND FOURTEEN AT 5:00 P.M. IN
THE ROBERT C. CLAUD, SR. BOARD ROOM OF THE ISLE OF WIGHT
COUNTY COURTHOUSE

At 5:00 p.m., County Administrator Seward called the meeting to order.
The invocation was delivered by Supervisor Casteen, followed by the Pledge
of Allegiance to the Flag.

County Administrator Seward opened the floor for the nomination of
Chairman for 2014.
Supervisor Casteen nominated Supervisor Bailey as Chairman for
2014.
County Administrator Seward closed the nominations and Supervisor
Bailey was elected Chairman of the Board for 2014 by a vote of (5 -0) with
Supervisors Jefferson, Casteen, Bailey, Alphin and Darden voting in favor of
the motion and no Supervisors voting against the motion.
County Administrator Seward opened the floor for the nomination of
Vice - Chairman for 2014.
Supervisor Darden nominated Supervisor Alphin as Vice - Chairman for
2014.
County Administrator Seward closed the nominations and Supervisor
Alphin was elected as Vice - Chairman of the Board for 2014 by a vote of (5-
0) with Supervisors Jefferson, Casteen, Bailey, Alphin and Darden voting in
favor of the motion and no Supervisors voting against the motion.
Chairman Bailey appointed Carey Mills Storm as Clerk of the Board
for 2014.
Supervisor Alphin moved that the following proposed meeting
schedule be adopted for 2014 and that the meetings be conducted in the
Robert C. Claud, Sr. Board Room:

Thursday, January 16, 2014 at 5:00 p.m.
Thursday, February 20, 2014 at 5:00 p.m.

The motion was adopted by a vote of (5 -0) with Supervisors Jefferson,
Casteen, Bailey, Alphin and Darden voting in favor of the motion and no
Supervisors voting against the motion.
Following discussion relative to the order in which items of business
should be listed on the agenda, Chairman Bailey moved that the By -Laws and
Rules of Procedure be adopted as presented. The motion was adopted by a
vote of (5 -0) with Supervisors Jefferson, Casteen, Bailey, Alphin and Darden
voting in favor of the motion and no Supervisors voting against the motion.
Supervisor Alphin moved that the following Resolution be adopted and
that the Chairman be authorized to execute it:
RESOLUTION TO ADOPT THE
ISLE OF WIGHT COUNTY BOARD OF SUPERVISORS
BY -LAWS AND RULES OF PROCEDURE
WHEREAS, the Isle of Wight County Board of Supervisors (the
"Board ") met on this date, in accordance with its then current Rules of
Procedure, at its annual organizational meeting in order to nominate and
appoint its officers, as well as to adopt its by -laws and rules of procedure for
the 2014 calendar year as previously presented to the Board by the Isle of
Wight County Attorney; and
WHEREAS, the Board, having had ample opportunity to review and
consider the proposed revisions to its current rules of procedures now deems
it appropriate and prudent to adopt a revised set of by -laws and rules of
procedure;

NOW, THEREFORE, BE IT RESOLVED that the Isle of Wight
County Board of Supervisors hereby formally adopted the attached By -Laws
and Rules of Procedure for the 2014 calendar year; and
BE IT FURTHER RESOLVED that such By -Laws and Rules of
Procedure shall be made available to the general public on the Isle of Wight
County website.
The motion was adopted by a vote of (5 -0) with Supervisors Jefferson,
Casteen, Bailey, Alphin and Darden voting in favor of the motion and no
Supervisors voting against the motion.
County Administrator Seward advised that a resolution memorializing
only those boards /committees which will remain active in 2014 will be
included in the Board's February agenda for the Board's consideration.
At 6:00 p.m., Chairman Bailey moved that the Board adjourn its
meeting. The motion was adopted by a vote of (5 -0) with Supervisors
Darden, Bailey, Hall, Alphin and Casteen voting in favor of the motion and
no Supervisors voting against the motion.
