CALL TO ORDER/INVOCATION/PLEDGE OF ALLEGIANCE
At 4:00 p.m., Chairman Casteen called the meeting to order and Supervisor
Alphin provided the invocation and the Pledge of Allegiance to the Flag.
SPECIAL PRESENTATIONS
John Carlock, Deputy Executive Director, Hampton Roads Planning
District Commission (HRPDC), provided a briefing regarding post
2018 SPSA. He advised that non - binding Resolutions indicating that
eight (8) localities will continue working together to pursue a
cooperative solution in 2018 needs to be made during the first quarter
of 2013.
Clifton Bell, Brown and Caldwell, and John Mastracchio, Arcadis -US,
briefed the Board regarding the results of the County's Stormwater
Program Evaluation and Funding Alternatives Analysis responsive to
the 2011 Stormwater Regulations and Integration Bill.
Frank Haltom, Assistant Director of General Services, advised that
staff will be returning to the Board in the next several months with a
recommendation to ensure that the County meets the new regulatory
requirements.
ADJOURNMENT
At 4:45 p.m., Supervisor Hall moved that the Board adjourn its special
meeting which was adopted by a vote of (5 -0) with Supervisors Darden,
Bailey, Hall, Alphin and Casteen voting in favor of the motion and no
Su ervisors voting against the motion.
