Chairman Brown called the special meeting to order at 7:00 p.m. for
the purpose of conducting a public hearing on the proposed FY 2009 -10
General Operating and Capital Budget.

Chairman Brown delivered the invocation.
The Pledge of Allegiance was conducted.
Interim County Attorney Burton advised that the purpose of the
meeting tonight is to conduct a public hearing on the proposed FY 2009 -10
General Operating and Capital Budget as required by the Code of Virginia.
He advised that the Board will not be interacting, responding to questions or
engaging in conversations. He further advised that following the public
hearing, the Board is required to wait a minimum of seven (7) days prior to
adopting the proposed budget. He advised that the Board has set May 7,
2009 as the date to consider the adoption of the budget.
Chairman Brown recognized two (2) Boy Scouts in attendance at the
meeting who were earning their citizenship merit badges.
Chairman Brown called for a public hearing on the following:

Chairman Brown called for citizens who wished to speak in favor or in
opposition to the proposed budget.
Amy Jones, Legislative Chairperson for the Carrollton Elementary
School PTA, thanked the Board for its past financial support with respect to
the School Board's budget. She advised that recent cuts have resulted in
valuable staff being lost which will only decrease the quality of education to
children. She urged the Board to fully fund the School budget, as presented.
Pete Greene of 22269 Hunters Run Lane in Zuni requested that the
Board be cognitive of retirees living in the County who are living on fixed
incomes and who will not be receiving cost -of- living increases from Social
Security this year although the cost of Medicare will continue to increase.
Stephanie Bailey of 360 Main Street in Smithfield urged the Board to
fund whatever it takes to maintain an already strained school system.
Moses F. Pollard, Director of the Surry Area Free Clinic, advised that
the Clinic serves Isle of Wight, Prince George and Surry Counties. He
advised that 100+ residents of the County are currently being treated at the
Clinic and he requested that the Board consider funding for the Clinic so that
it might continue to provide service to those residents of the County that live
closer to Surry and choose to come to the Surry Area Free Clinic.
Herb DeGroft of 15411 Mill Swamp Road recommended that the
Board, when it adopts the budget, does so by category, thereby enhancing the
School Board's ability to do a better job of financial management and
exercise its responsibilities.
Chairman Brown closed the public hearing and called for comments
from the Board.
Interim County Attorney Burton advised that the Board, under the
Code of Virginia, is required to wait a minimum of seven (7) days following
the public hearing being taking action. He advised that the Board has set
May 7, 2009 as the date to consider adoption of the proposed budget.

At 6:20 p.m., Supervisor Bradshaw moved that the Board adjourn its
special budget meeting. The motion was adopted by a vote of (4 -0) with
Supervisors Brown, Clark, Casteen and Bradshaw voting in favor of the
motion; no Supervisors voting against the motion; and, Supervisor Wright
absent from the meeting.
