SPECIAL MEETING OF THE ISLE OF WIGHT COUNTY BOARD OF
SUPERVISORS HELD THE TWENTIETH DAY OF NOVEMBER IN THE
YEAR TWO THOUSAND AND SEVEN

Vice-Chairman Clark called the meeting to order at 7:00 p.m. at the
Paul D. Camp Community College Workforce Development Center in
Franklin, Virginia for the purpose of designating the Blackwater River as a
Scenic River.

The invocation was delivered.

The Pledge of Allegiance was conducted.

Kristen M. Mazur, County Engineer, formally introduced Lynn
Crump, Environmental Programs Manager, Department of Conservation and
Recreation, who presented an overview of the Virginia Scenic River
Program.
Leland Beale, property owner of approximately 1,000 acres, noted that
while the program appears to be good up front, he believes further study is
warranted.
Ms. Crump offered to have someone speak further with Mr. Beale
about the program and address his individual questions and concerns.

Mitchell Norman, Regional Fisheries Manager, Department of Game
and Inland Fisheries and Eric Brittle, District Fisheries Biologist,

Department of Game and Inland Fisheries, discussed the various fish life
currently present in the Blackwater River.

Steve Living, Wildlife Diversity Biologist, Department of Game and
Inland Fisheries, discussed the wildlife diversity of the Blackwater River.

Vice-Chairman Clark called for a public comment period.
Supervisor Wright noted that the Board would further discuss the
issue of designating the Blackwater River as a Scenic River and that a public
hearing would be advertised and held prior to any designation.
Supervisor Bradshaw inquired if the Board could hold a joint public
hearing with the Southampton County Board of Supervisors, to which Mrs.
Crump replied ?yes.?
Vice-Chairman Clark moved that the Board direct staff to
communication with Southampton County and bring a recommendation
back to the Board regarding the Program and designation of the Blackwater
River. The motion was adopted (3-0) with Supervisors Bradshaw, Clark and
Wright voting in favor of the motion: no Supervisors voting in opposition to
the motion; and, Chairman Ivy and Supervisor Brown absent from the
meeting.

Supervisor Bradshaw noted that this Program will only enhance the
value of the properties along the Blackwater River. He credited all property
owners along the Blackwater River for its cleanliness. He advised that
Ragged Island Creek has been designated an exceptional waterway and that
it is one (1) of only two (2) such waterways designated as an exceptional
waterway.
H. J. Miller requested that the Board approve the designation so that a
natural habitat will exist for the children to enjoy in the future.
