BOARD ROOM OF THE ISLE OF WIGHT COUNTY COURTHOUSE LOCATED AT 17090 MONUMENT CIRCLE, ISLE OF WIGHT, VIRGINIA ON THURSDAY, THE FOURTH DAY OF MARCH, IN THE YEAR TWO THOUSAND AND TWENTY ONE PRESENT: Richard L. Grice, Smithfield District, Chairman Don G. Rosie, II, Carrsville District, Vice -Chairman Rudolph Jefferson, Hardy District William M. McCarty, Newport District Joel C. Acree, Windsor District ALSO IN ATTENDANCE: Mandy M. Rogers, Attorney Randy R. Keaton, County Administrator Donald T. Robertson, Assistant County Administrator Carey Mills Storm, Clerk CALL TO ORDER Chairman Grice called the Board of Supervisors' work session to order at 6:00 p.m. INVOCATION Steve Reynolds, Elder, Hope Presbyterian Church, delivered the invocation and led the Pledge of Allegiance. APPROVAL OF AGENDA Supervisor McCarty moved that the agenda be adopted with the addition of an item concerning the formation of a redistricting task force. The motion was adopted with Supervisors Acree, Rosie, Acree, McCarty and Jefferson voting in favor (5-0) and no Supervisor voting against the motion. COUNTY ADMINISTRATOR'S REPORT Jim Carroll, Executive Director, Small Business Development Center (SBDC), briefed the Board on the Center's most recent accomplishments and what is to be expected moving forward. Statistics for the CY2020 Client Demographics; Economic Injury Disaster Loans; Paycheck Protection Program; website; StartWheel website; Economic Aid Act of 2020; COVID recovery and resiliency; challenges for the upcoming year; initiatives; and, next year's goals were reviewed with the Board. Tommy Catlett, Franklin Residency, VDOT, provided information on the following: land use permits/plans work orders mowing efforts Adopt a Highway projects (LAP/Smart Scale/Maintenance) The following concerns were relayed by the Board to Mr. Catlett for handling: cleaning out of the culvert and ditches at Whitehead Farm Lane repair shoulder at Longwood Drive and Whitehead Farm Lane repair potholes on Smith Neck Road contractor blocking travel lane at Route 17 at Bartlett countywide trash pick-up repairs to ditches at Airway Shopping Center Jamie Oliver, Transportation Planner, provided an update on turn lanes at Routes 258 and 460. County Administrator Keaton extended an invitation to the Board from the School Board to participate in the presentation of a resolution congratulating the Smithfield High School basketball team for winning the 2020-21 Virginia High School League Class 4 State Basketball Championship. Vice -Chairman Rosie moved to adopt the following resolution: RESOLUTION TO RECOGNIZE AND CONGRATULATE THE SMITHFIELD HIGH SCHOOL BASKETBALL TEAM WHEREAS, the Smithfield High School Packers Boys Basketball Team won the 2020-2021 Virginia High School League Class 4 State Basketball Championship; and, WHEREAS, the Packers Basketball Team advanced to the State Championship by also winning the Virginia High School League Region A Championship; and, WHEREAS, the Packers Basketball Team finished the 2020-2021 basketball season undefeated with a record of 11 wins and no losses; and, WHEREAS, this is the first State Basketball Championship in the 115- year history of Smithfield High School; and, WHEREAS, the Board of Supervisors desires to recognize and congratulate the Smithfield High School Packers Boys Basketball Team for its monumental achievement. NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED that the Board of Supervisors of the County of Isle of Wight, Virginia recognizes and congratulates the Smithfield High School Packers Boys Basketball Team for outstanding 2 achievement in winning the 2020-2021 Virginia High School League Class 4 State Basketball Championship. The motion was adopted with Supervisors Acree, Rosie, Acree, McCarty and Jefferson voting in favor (5-0) and no Supervisor voting against the motion. Michael Etheridge, Public Works Solid Waste Manager, provided an overview of the following pertaining to refuse and recycling center areas: The recycling single stream program; residential waste tonnage; residential yard waste tonnage; residential construction debris tonnage; refuse and recycling center patrons; a new brochure; contracted staff; the paperless data collection project; and, the Jones Creek convenience center site. Following a recess, David Smith, Director of Parks & Recreation, advised that the cancellation of the 2020 County Fair due to the pandemic had presented an opportunity for staff to consider infrastructure needs at the Fairgrounds which would fit in with the landscape and outline of the existing grounds. He advised that the Fair Committee Chairman is present to discuss his findings relative to quotes for pole barn buildings which would eliminate the need for tent rentals which, in the past, cost approximately $36,000. Danny Byrum, Chairman, Fair Committee, disseminated and reviewed a proposal received involving two options for building pole barns at the Fairgrounds. The consensus of the Board was for staff to move forward with the proposal (three building option and one building option) and that the Board be provided with an ariel photo showing the location of the proposed buildings. Amy Ring, Director of Community Development, reviewed a proposed housing assessment report on workforce housing involving a grant offered by the Virginia Peninsula Association of Realtors which would be at no cost to the County. The consensus of the Board was for staff to move forward with obtaining the assessment report which will provide data and a direction for moving forward. Assistant County Administrator Robertson provided an overview of the COVID-19 County vaccine rollout in Western Tidewater related to vaccine doses administered by locality of residence; the Western Tidewater Health Department independent vaccine providers; community vaccination centers; the Statewide pre -registration system; and, the address for registering. k3 County Administrator Keaton displayed the new signage for the Development Service Districts. County Administrator Keaton informed the Board of a need for three fleet vehicles for the Sheriff's Department which will be funded from last year's CARES Act. The consensus of the Board was for staff to move forward with purchasing three new vehicles for the Sheriff's Department. Chairman Grice asked the Board to be prepared to discuss its thoughts at its March 18, 2021 regular meeting on the formation of a redistricting task force related to the different aspects of redistricting. County Administrator Keaton informed the Board that the Registrar has advised that due to the delay in local redistricting data by the Census Bureau, it will not be possible to conduct a redistricting in time for the 2021 election. He stated there are two separate issues at hand. The first is the mathematical exercise of redrawing the district boundaries which can be accomplished by the County's GIS personnel and equates to the number of individuals in the County divided by five with one fifth going in each district. The second issue is being discussed by the Isle of Wight Citizens Association and involves changing the number of members on the Board, which is not a redistricting issue, but rather changing the County's electoral system and which he recommends the hiring of an expert in election law who can provide the Board with viable options.
