CALL TO ORDER
Chairman Acree called the Board of Supervisors' work session to order at 6:00
p.m. and welcomed all present.
APPROVAL OF AGENDA/AMENDMENTS
Supervisor McCarty moved that the agenda be approved. The motion was
adopted by a vote of (5-0) with Supervisors Acree, Rosie, Grice, Jefferson and
McCarty voting in favor of the motion and no Supervisors voting against the
motion.
INVOCATION/PLEDGE OF ALLEGIANCE
Supervisor McCarty delivered the invocation and led the Pledge of Allegiance to the
American flag of the United States of America.
County Attorney Jones introduced Mandy Rogers, Attorney with M. Rogers &
Associates, PIIC, who would be sitting in for him at the Board's March 5, 2020 work
session while he is out of town.
COUNTY ADMINISTRATOR'S REPORT
Tommy Catlett, VDOT Resident Engineer, Franklin Residency, provided an
overview of the number of land use permits; work orders; mowing; and,
adopt a highway programs administered by that residency for the period
January 1, 2019 through December 31, 2019.
Mr. Catlett was advised the following Board concerns:

side breaking off and holes down Smith's Neck Road

continue with improvements at the CSX site in the Franklin
Corridor

County Attorney Jones advised that a property owner on Burdette Road has
offered to purchase the lots in front of his property for road frontage with the
knowledge that nothing insurable can be built upon those lots which are for
sale by the County. He stated if the Board is agreeable, a public hearing must
be held on the sale of the lots.
The consensus of the Board was to authorize staff to continue to negotiate
and advertise a public hearing on the sale of the land.

Stephanie Humphries, Director of Budget & Finance, reviewed the revenues
and expenditures as reported in the FY2019-20 2nd quarter financial report.
County Administrator Keaton advised that monthly utility billing is proposed
in the new budget and staff will obtain an update from the Hampton Roads
Sanitation District regarding its handling of the County's utility billing.

Mr. Jennings relayed a request from the Hampton Roads Sanitation District
to co -locate its force main in the County's utility easement located on Turner
Drive.
It was the consensus of the Board that County Attorney Jones be authorized
to move forward with advertising a public hearing on the matter.
Assistant County Administrator Robertson provided a legislative update on
the more critical bills at the 2020 General Assembly session pertaining to a
proposal by the Governor for additional educational funding; equity in taxing
authority; stormwater white paper; regional jail funding; support for HB 1804;
local vehicle license fees; communications, sales and use tax; financial
reporting to the State; authority to localities regarding disposition of
monuments; electronic meetings; State level preclearance relative to the
census and redistricting process; local control of firearms; and, unfunded
mandates. He advised that he would continue to monitor the proposed
legislation and report back to the Board.

County Administrator Keaton notified the Board that the Windsor Volunteer
Rescue Squad has received a new medic unit which will require the Board to
suspend its bylaws under §2 -IB to take action to approve this item during a
work session and under §4-8 that any rule or procedure may be temporarily
suspended by a majority vote before any equipment can be switched from the
old medic unit to the new medic unit and it be placed in operation. He noted
the reason for these actions is due to problems with the existing Ford 6 -liter
diesel engine medic unit which could leave that squad short a vehicle in an
emergency.
Supervisor Grice moved to amend the Board's By-laws for this matter on an
exception basis. The motion was adopted by a vote of (5-0) with Supervisors
Acree, Rosie, Grice, Jefferson and McCarty voting in favor of the motion and no
Supervisors voting against the motion.
Supervisor McCarty moved to authorize the Chairman to execute a Vehicle
Grant Agreement with the Windsor Volunteer Rescue Squad for a medic unit.
The motion was adopted by a vote of (5-0) with Supervisors Acree, Rosie, Grice,
Jefferson and McCarty voting in favor of the motion and no Supervisors voting
against the motion.

Supervisor McCarty notified the Board that he will delivering an invocation at a
House of Delegates meeting on March 20, 2020.
ADJOURNMENT
At 8:00 p.m., Chairman Acree declared the work session adjourned.
