CALL TO ORDER
Chairman McCarty called the Board of Supervisors' work session to order at 3:15
p.m. and welcomed all present.
APPROVAL OF AGENDA/AMENDMENTS
Supervisor Grice moved that the agenda be adopted as presented. The motion
was adopted unanimously (5-0).
INVOCATION/PLEDGE OF ALLEGIANCE
Supervisor Rosie delivered the invocation and led the Pledge of Allegiance to the
American Flag of the United States of America.
COUNTY ADMINISTRATOR'S REPORT
County Administrator Keaton introduced Casey Logan, Prince George Electric Co-
op, who briefed the Board regarding its efforts to extend broadband services to
County residents. He advised that Prince George Electric Co-op had received a
$15.4 million grant from the Federal Government to provide internet access to
underserved communities in southeastern Virginia and that Isle of Wight's portion
of that amount is $750,000 and will provide internet access to 267 County homes
over a ten-year period. He further advised that there is an application fee of $75
per home and a monthly charge of $49 per home and that Prince George County
will fully own and maintain this service at no charge to the County. He stated due
to the Federal funding associated with providing this service, the timeline for
providing this service to the entire County is unknown. He advised that
homeowners are dedicated to that service for one year after signing up.
David Smith, Director of Parks and Recreation, provided a brief update on the
efforts of the County to acquire and site a Nike -Ajax missile, booster and
launcher.
Jennifer England, Director of the Isle of Wight County Museum, provided a
PowerPoint presentation detailing the history of Nike Park; the Cold War
Programming at Nike Park; the attention of NASA, WAVY 10 and CEPA; the site
placed in June 2019 on the National Register of Historic Places; the search for a
Nike -Ajax missile, an interpretation plan prepared by her; provenance;
conservation and repair; quotes for historic restoration; site preparation and
annual maintenance; transportation of the missile to the site; financial needs
associated with this artifact; and, the recommendation from the Isle of Wight
County Museum.
County Attorney Jones clarified that the donation agreement has been executed
by the City of Hampton and the County and the County now owns the missile. He
recommended that the Advisory Board make a recommendation to the County
Administrator regarding how to move the missile from the City of Hampton to the
County.
It was the consensus of the Board that County Attorney Jones be directed to
proceed with drawing up an agreement for the movement of the Nike -Ajax
missile from the City of Hampton to the County.

Barry Mathews, Virginia Department of Health Office of Drinking Water, provided
an overview of services provided by that agency and the five critical points
associated with asset management.
Dave Tiller, Virginia Department of Health Office of Drinking Water, provided an
overview of a funding opportunity for eligible homeowners in the County to
repair failing septic systems for the watersheds for the Pagan River and the
Lawnes Creek.
