CALL TO ORDER
Chairman Jefferson called the work session of the Board of Supervisors to order at
6:00 p.m. and welcomed all present.

Supervisor McCarty delivered the invocation and led the Pledge of Allegiance to
the American flag.
County Administrator Keaton provided an overview of the total proposed FY2018-
19 Operating and Capital Budget in the amount of $74,403,940 which proposes no
tax increase. He responded to questions regarding tax collection; land sales; the
QSCV Federal Tax Credit for the Georgie T. Tyler Middle School; approved
carryovers; actual year-to-date budget format; subscriptions, dues and
associations by department; and FICA & Medicare benefit increases.
County Administrator Keaton explained various line items under the Board of
Supervisors; the County Attorney; Human Resources; Registrar; Western
Tidewater Community Corrections; ` Commonwealth Attorney; Sheriff's
Department; Department of Emergency Management; inspections; Animal
Control; Public Works Department; Parks & Recreation; Blackwater Regional
Library; Planning & Zoning; Department of Economic Development; farmer's
Market; Cooperative Extension; Information Technology; debt service lease
payments; Public Utilities and Paul D. Camp Community College.
County Administrator Keaton provided an update on changes to the FY2018-19
Budget pertaining to tuition reimbursement under Human Resources; dues and
subscriptions under Budget & Finance; programs under the Public Defender;
reinstatement of maintenance costs and pay increase for paramedics under Fire &
Rescue; reduction in dues under Public Works; reduced part-time salary under
Tourism; reduction in regional organizations under HRPDC; and, program funding
under Children Services Act which reflect changes in the amount of $132,635 and
are proposed to be taken from the Fund Balance.
Regarding the School's budget request, Supervisor Grice recommended full
funding utilizing a portion of the $465,000 and that the balance be returned to the
General Fund.
County Administrator Keaton responded verification is needed that the $465,000
is related to roll-over funds, as well as the amount already obligated by the
Schools.
Supervisor Grice recommended that the contribution to Paul D. Camp Community
College be increased from $12,000 to $18,000 and that $8,750 be added to the
Western Tidewater Free Clinic.
County Administrator Keaton relayed the recommendation of the Board's
Personnel Committee to increase the base pay for paramedics by $3,500 to
attract and retain emergency responders in the County.
County Administrator Keaton reported that ambulances have been ordered
without the power stretcher and power load system with the intention of having
these installed and paid for with grant funds. He advised that if the County is not
awarded a grant, the system will be paid for over a five-year period at no interest.
Regarding funding under the equipment category, County Administrator Keaton
advised that Chief Terwilliger has prepared a summary of requests and what was
recommended for funding to the various fire and EMS departments.
Supervisor Acrbe requested salaries associated with the various departments be
provided.
Responsive to a request by Supervisor Grice for the operating cost associated with
each station, -County Administrator Keaton -advised that the County has been
paying all utilities directly for the past year and will have a history next year of
actual costs to provide to the Board.
