10-02-2016 Work SessionWORK SESSION OF THE ISLE OF WIGHT COUNTY BOARD OF SUPERVISORS HELD IN THE ROBERT C. CLAUD, SR. BOARD ROOM OF THE ISLE OF WIGHT COUNTY COURTHOUSE ON THURSDAY, THE TWENTIETH DAY OF OCTOBER IN THE YEAR TWO THOUSAND AND SIXTEEN AT 3:00 P.M. PRESENT: Rex W. Alphin, Chairman Rudolph Jefferson, Vice -Chairman Joel C. Acree Richard L. Grice William M. McCarty Also Attending: Mark C. Popovich, County Attorney Randy R. Keaton, County Administrator Donald T. Robertson, Assistant County Administrator Carey Mills Storm, Clerk Chairman Alphin called the work session to order at 3:00 p.m. Jennifer England, Director, Isle of Wight County Museum, provided a history of the Isle of Wight Museum and extended an invitation to the Board to attend a ceremony on November 18, 2016 at 7:00 p.m. Richard Rudnicki, Interim Director of Planning & Zoning, provided an overview of proposed changes to the Isle of Wight County Zoning Ordinance for all permitted and conditional uses in each of the zoning districts in an effort to broaden the opportunity of landowners to utilize their property. Mr. Rudnicki was directed to make certain changes to gunsmithing, adult entertainment and change convenience centers to refuse and recycling centers. He was further requested to respond to additional Board questions forwarded to staff and determine if any other revisions are warranted. Following general discussion on the desire of the Board to make the process more user friendly and less regulated, Mr. Rudnicki commented that the vision contained in the Comprehensive Plan directs growth to the various service districts and he cautioned that if development is allowed in the more rural areas, that would be diverging from such vision and would need to be articulated in the County's Comprehensive Plan. it Jamie Oliver, Transportation Planner, provided an overview of current transportation capital projects contained in the Six -Year Improvement Plan. It was the consensus of the Board to table action on Route 620 until a final determination is received from VDOT and instead move forward with approval of Morgart's Beach Road. ll County Administrator Keaton shared a draft letter prepared by staff in support of the Town of Windsor resubmitting its groundwater permit to the State. �I The Board adjourned its meeting at 5:00 p.m. O,Mqvl V,,b �W�, are Mi s Storm/Clerk 9;,�& Rex W.
